Sole Source Justification for Simplified Acquisitions
SOLE SOURCE DETERMINATION FOR SIMPLIFIED ACQUISITIONS
PURSUANT TO FAR SECTION 13.106-1(b)(1)
1. I have considered the guidance in the Federal Acquisition Regulation (FAR) 13.104 and 13.106-1a. In accordance with Federal Acquisition Regulation 13.106-1(b)(1), I hereby determine that the task Maintenance Support Services of the Healthy Homes Grants Management System (HHGMS) listed on RCS-L-2020-00023 is available from only one source, and competition is precluded for the reasons indicated below.
2. This acquisition is restricted to the following source:
| Company: | Synaptic Advisory Partners | ||
| Company Address: | 185 Admiral Cochrane | ||
| Suite 225 | |||
| Annapolis, MD 21410 |
Company Point of Contact and Phone Number:
| Thomas H. Boosinger III, |
| (443) 926-9323 x 1758 |
3. The task MMaintenance Support Services of HUD’s Office of Lead Hazard Control and Healthy Homes (OLHCHH) the Healthy Homes Grants Management System (HHGMS) is estimated to cost $248,145.00 and is required to be performed as soon as, performed/commence by July 8th, 2020.
Expert sServices to maintain the Healthy Homes Grants Management SystemHHGMS are required to ensure that the Office of Lead Hazard Control and Healthy Homes (OLHCHH) sustains continuity of operations for its Salesforce based grants management system which provides application processing, document management, grant tracking, and quarterly progress reporting for the OLHCHH users.
4. The circumstances of the requirement deem only one source reasonably available due to the expert servicesurgency of the need for the required services. Synaptic Advisory Partners provide expert services and possess unique knowledge of HHGMS in the Salesforce Government Cloud environment garnished over their 3 years of involvement with the application. OLHCHH has invested over $1.25 million developing HHGMS which is a tailored grants management application built upon the Salesforce cloud environment. Other providers of this service will require significant ramp-up time to fully understand this mission critical system making viable support for 2020 impracticable. OLHCHH has conducted market research for these services and is currently working with OCPO to award a BPA through GSA, which includes this type of maintenance support to eliminate barriers to competition. Future task orders under this GSA BPA will take into account the needed transition time required for a successor vendor to come up to speed on the HHGMS application and additional time will be allotted for integration and transition services to ensure minimal disruption to program activities.
The Maintenance maintenance services for of the Healthy Homes Grants Management SystemHHGMS contract task order must be deliveredcommence by July 8th, 2020. This office became aware of the requirement for continued maintenance need to alter our planned procurement strategy under APP-L-2020-008 on the contract vehicle on March 12th, 2020. during the IAT for its BPA under APP-L-2020-002. If the required delivery date is not met, HUD’s OLHCHH may not be able to meet its congressionally mandated requirement to distribute appropriated funds to grantees and may fail to meet its FY2020 mission objectives regarding the remediation of lead and other hazards in public housing.
5. Other information to support a sole-source purchase:
The current contract for these services expires on July 7, 2020. A follow-on competitive process is currently under way, but the schedule to award has experienced significant delays due to changes in the acquisition strategy and circumstances beyond the control of the program office. The current schedule projects award in the 3rd quarter of FY2021.
This sole source acquisition is required while the follow-on competitive acquisition is being conducted. Synaptic Advisory Partners is the only vendor capable of providing the required services in the short timeframe required to keep the continuity of services without experiencing a break in service. OLHCHH has invested over $1.25 million developing HHGMS which is a tailored grants management application built upon the Salesforce cloud environment. Other providers of this service will require significant ramp-up time to fully understand this mission critical system making viable support for 2020 impracticable. The specific characteristics of maintaining of the Healthy Homes Grants Management System (HHGMS) that limit the availability to a sole source are the particularly large number of interdependent workflows and triggers. These features are integral to HHGMS and are unique to this environment. Only this suggested source can provide the expert services required to meet the requirements, to the exclusion of other sources, because Synaptic’s unique knowledge of the system and their years of experience developing and working in the environment uniquely positions them to remediate complex issues with this codebase in a significantly faster and more efficient manner than another vendor could without a substantial duplication of cost to the Federal Government that is not expected to be recovered through competition.
CERTIFICATION
I certify that statements checked and information provided above are complete and correct to the best of my knowledge. In accordance with FAR 13.106-1(b)(1), the processing of this sole-source justification precludes the use of full and open competition.
