HU000124Q0010 Questions and Answers

1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer: There was an incumbent performing these services. The previous contract number was HU000118AET13.

2. Historically, what has been the number of monthly GTU exercises by course?

Answer: For the SOM - Less than 1 month, only 4-5 days. We complete training for an entire SOM class (between 170 & 190 students) over approximately 4-5 days in September of each year.

For GSN - Advanced Health Assessment 60-70 students, June every year; For GSN - FNP Fundamentals - 12-18 second year FNP/WHNP students 2 days in June.

3. How many GTA Teaching Associates are needed on average per month per course?

Answer: 5-6 GTAs to get up to 190 SOM students trained each year [for SOM]

4. Are there times during the academic year when the number of GTU Exercises need more Teaching Associates (by course)?

Answer: No

5. Historically, what has been the number of monthly MUTA exercises by course?

Answer: Less than 1 month, only 4-5 days. We complete training for an entire SOM class (between 170 & 190 students) over approximately 4-5 days in September of each year, although in some years this crossed the FY into October based on the SoM curriculum calendar and the availability of the contractor services.

6. How many MUTA Teaching Associates are needed on average per month per course?

Answer: 5-6 MUTAs to get up to 190 SOM students trained each year [for SOM]

7. Is there any government furnished equipment that would need to be transitioned to the BPA awardee, if so, could you provide that list to bidders?

Answer: No

8. How far in advance will orders for GTA’s or MUTA’s be placed? What is the deadline for orders to be placed for an event (e.g., two weeks, three weeks, 72 hours)

Answer: For SOM, we typically schedule this event >6 months in advance as it requires coordination with several parties at the university (module directors, simulation center) to secure the curricular time and necessary facilities for the training. The event takes place in mid-to-late September in coordination with the SOM curriculum’s coverage of the reproductive systems. Ultimately, the schedule is coordinated by SIM center with the SOM and GSN.

9. What equipment can be found in each examination room for GTAs?

Answer: All rooms have examining tables (with foot rests), lamps, and rolling stools provided by the Val G. Hemming Sim Center. (Vendor provides: gowns & drapes, non-latex gloves, plastic speculums with light source included (batteries), mirror, summary of techniques, breast models, and PAP specimen collections kits).

10. What equipment can be found in each examination room for MUTAs?

Answer: All rooms have examining tables (with foot rests), lamps, and rolling stools by the Val G. Hemming Sim Center. (Vendor provides: gown and drapes, non-latex gloves, KY jelly, flashlight, summary of techniques, male prostate model).

11. For pricing purposes, can we provide costs for each of the supplies on a per unit cost? (e.g., lines items for 1 box of gloves, 1 drape, etc.?

Answer: No as supplies already exist to support the activity.

12. Can bidders apply G&A and fee to the supplies cost (ODCs) for a fully burdened cost on all supplies?

Answer: This will be a firm-fixed priced (FFP) BPA. It is up to vendors to determine pricing strategies. Also, supplies already exist to support the activity.

13. Can bidders include the cost of the onsite monitor/administrator as a direct billed cost?

Answer: Yes. There is an EVMS monitor who accompanies the group and oversees all of the administrative aspects of their trip. As our event spans multiple days, this monitor coordinates movement of all the training associates (GTAs & MUTAs), lodging, and operations during the training days/event. There are USU sim center staff and the SoM course director on site through the event. The sim center staff interfaces with the EVMS site monitor, ensures the EVMS group is oriented to the sim center clinical skills area and SP lounge, where the TAs change, prepare and take their breaks.

14. Is there an incumbent currently performing this work?

Answer: There is no incumbent currently performing this work.

15. If there is an incumbent performing this work, what is the contract number that the work is being performed under?

Answer: Work is not being performed at this time.

16. The RFQ references that the monitor will need to help Teaching Assistants in getting on to the Forest Glen campus. Will a van need to be rented to get GTA/MUTA’s on site during event days?

Answer: No. The vendor has historically arranged their own transportation on and off of post. The VGH team coordinates base access passes/pre-vetting in advance through Forest Glen (Fort Detrick) security.
