Competition is limited to the General Electric Company (GE) brand, IAW FAR 13.106-1(b):
(b) Soliciting from a single source.
(1) For purchases not exceeding the simplified acquisition threshold.
(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
Competition for this requirement is limited to GE as the ultrasound will be primarily used to train sports medicine fellows in the NCC sports medicine fellowship and all other ultrasound machines in the fellowship are GE brand (they either include the older version of the desired machine or the current machine). Training on other ultrasound platforms would create confusion for learners and at this stage in their career consistent in a product is the most important skill. All presentations and learning material are based on this product. It is extremely important that the Sports Medicine Fellows and Sports Medicine Faculty be able to keep consistency in their ultrasound platforms as a new machine would be disruptive to learning.
Quotes for alternative ultrasound machines will not be considered.
The government intends to award a single firm-fixed priced (FFP) order, based on a lowest price technically acceptable basis.
The government reserves the right to award without discussions.
Quoted items must be new. Quotes for refurbished equipment will not be considered.
Quotes must include all applicable costs, including shipping and handling, the total quoted price will be the evaluated price.
Item(s) will be shipped to Bethesda, MD.
Offerors must also submit the following with their quote, if not completed in their SAM registration:
· Completed copy of provision 252.225-7035
