Scope of Work

USU is a university in the midst of tremendous change. Shifting priorities, strained budgets and expanding missions have created significant shortages in space throughout the university. USU’s mode of operation has been more re-active than pro-active. The nature of the services we are seeking will allow us to best utilize the limited space we have, and to develop plans for future facility improvements or additional buildings. The specific support services we require include: facility support planning, project management, consulting, relocation services, outfitting and especially space utilization planning.

The contractor must be able to advise the Space Advisory Committee on improved space utilization by conducting studies and analyzing business practices; the contractor must also provide all levels of support to the president’s special assistants tasked with major projects. The contractor must have the capability to review and present modifications to existing as well as new projects and plans that best meet the needs of USU. This contractor is needed to provide Logistics support when relocations are necessary by providing packers, movers, any temporary furniture and furniture assembly to maintain a fully functional working environment. The university also has to comply with accreditation requirements that may demand a re-allocation of space between academic and administrative space. The contractor must have demonstrated experience in all areas listed above.

The contractor awarded this contract would, when tasked, evaluate the current environment and prepare recommendations and options for improved space utilization. This may require the Contractor to provide consultants or experts in different disciplines.

Task orders may include:

· Conduct a detailed space assessment as part of the decision process for acceptance of new programs and/or missions

· Develop recommendations to present to higher level decision makers and USU Space Advisory Committee

· Scope development for transition assistance and outfitting for newly renovated spaces, for instance, Veterinary Services Department (VSD).

· Identify, reconstitute and revitalize underperforming space

· Assess new, innovative workspace models

· Develop options for sharing space and equipment

· Manage facilities records and drawings; implement facilities records management software; populate facilities records management software

· Prepare documentation on USU’s physical assets for specific projects

· Coordinate the purchase, delivery, storage and installation of furnishings

· Repurpose space for new or expanded programs

· Coordinate physical moves from one location to another

· Relocate, install and test all types of equipment, new and used, particularly during renovation projects

· Provide packers, movers, transportation and dumpsters

Minimum requirements are listed to assure the government that the high standards of USU are supported. We must consider requirements of an accredited university which are sometimes more strict than those of a federal government building. We demand certain standards and expectations for key personnel which include:

· Extensive project management (PM) knowledge and experience managing Collateral Equipment and Comprehensive Interior Design (CID) projects. (Department of Defense (DoD) experience desired.)

· Firm must have a local presence which would allow attendance at meetings with relatively short notice.

· Knowledgeable in FAR and DFAR regulations for purchases of furniture, equipment and services and the use of GSA contracts (applying Labor standards when required).

· Experience overseeing turn-key projects for CID and CE packages.

· Substantial experience working with medical/academic planners.

· Prior PM experience including work with academic institutions, specifically medical training institutions.

· Experience with turn-over of NAVFAC and/or Corps of Engineers construction, safety requirements, and military medical facilities desired.

· Demonstrated ability to coordinate efforts with general contractors for the installation of all furniture and furnishings.

· Demonstrated competency in the development of equipment re-utilization and the proper installation of existing furniture/furnishings and equipment into new CE and CID.

· Demonstrated working knowledge of Life Safety Codes and Environment of Care, as related to medical treatment facilities and applicable standards for universities and research facilities.

· Demonstrated skill in communicating in non-technical language with medical and academic personnel, to provide needed information in a tactful manner.

· Demonstrated ability to solve problems of schedule delays, difficult future occupants, and communications with all stakeholders.
