AMENDMENT NO. 1
FIRST AID SUPPLIES IDIQ
This amendment number 1 is provided to extend the deadline for quotes, clarify the evaluation factors for delivery order 0001 and to answer questions received from interested vendors. Vendors must acknowledge this amendment no. 1 in your response.
All other terms and conditions remain the same.
Deadline for Quotes:
The deadline for quotes is extended until 2:00PM Eastern on July 20, 2016.
Clarification:
Quotes submitted in response to delivery order 0001 will be evaluated based on the best value to the government with price being more important than technical ability. The Government intends to award multiple firm-fixed priced (FFP) delivery orders to the offeror(s) representing the best value to the Government based on the evaluation factors below. The Government is not required to award to the lowest priced offeror or the highest technically rated offeror.
1. Price – Offerors must include all applicable costs (example: shipping) in their quote. The total quoted price for each line will be the evaluated price.
2. Technical ability – Offerors must provide product literature which demonstrates the capabilities of the quoted item and how the quoted item meets the required specifications.
Questions:
1. Do you have part numbers/manufacturers for the items you’d like or part numbers to use as examples?
Response: We do not have a preferred manufacturer; however, quoted items should address the specifications included in the spreadsheet.
2. For item 5 (elastic bandage with clips), is there a length you have in mind? Between 4.5 and 5 yards is standard.
Response: The standard size is fine; historically we have procured 5 yard bandages.
3. For item 7 (chest seal), is there a certain size you’d like?
Response: We prefer the Bolin chest seal 6” diameter
4. For item 11 (CAT tourniquet), would you like black or orange?
Response: We require the black CAT tourniquet; CAT cannot be a training unit.
5. Will you take substitutes for the CAT? In particular, would you be willing to consider the SOFTT-W tourniquet which is DoD approved and currently being utilized by all branches of service?

Response: To meet the current year’s training curriculum we require the CAT for delivery order 0001; however we would be open to considering alternatives in future years.
6. Will you take substitutes for the Israeli pressure dressing? In particular, would you be willing to consider the Olaes dressing which is also DoD approved and currently being utilized by all branches of service?
Response: To meet the current year’s training curriculum we require the Israeli pressure dressing for delivery order 0001; however we would be open to considering alternatives in future years.
7. Can you please provide a picture or an ID number for the pouch for the bid? Can you provide pouch photos and/or manufacturer part numbers for reference?
Response: We do not require a specific pouch; however, quoted items should address the specification included in the spreadsheet.
8. Will multiple bid submissions be accepted?
Response: In accordance with the included provision FAR 52.212-1(e), vendors are encouraged to submit multiple offers.
9. Is this a training kit? If so, would a training materials/items, such as training chest seal be acceptable? (Less expensive than the fox)
Response: Training chest seals would be acceptable.
10. Are substitutes acceptable?
Response: Products requested are preferred to meet current training curriculum; however vendors are able to submit substitute items with product literature that will be evaluated.
