Answers to QUESTIONS submitted

Solicitation HU0001-09-R-0008

Amendment Number #1

Dated and Posted 11 June 2009

1. Is this requirement a new requirement or is there an incumbent contractor?

In January 2004, the Henry M. Jackson Foundation was contracted to provide similar support in preparation of our last re-accreditation. The contract was completed in June 2005.

2. Because of the short turn around to provide the response to this RFP, can the submittal requirement be met by an electric copy of response being received by the 6/15 deadline with the hard copy material to follow?

The due date is extended by this amendment. The proposals and the email confirmations must be received by 12 p.m. (EST) on 17 June 2009.

3. What is the approximate budget for the requested consulting services?

We anticipate award value to be in the $75,000 - $110,000 range.

4. How many consultants/firms are expected to be chosen?

One offeror will be awarded a firm-fixed price contract as determined according to the evaluation method specified in the solicitation.

5. What was the approximate cost of the last self-study in terms of approximate: hours per tasks, travel, conference/meetings, and training?

Records are archived.

6. What was the previous self study-travel hours, location and actual cost?

Records are archived.

7. As stated in "Change of emphasis" regarding moving towards a new paradigm (page 7 paragraph 2), what is the current process for reporting physician competence, performance, and/or the health of the patient population?

The Current Process for reporting includes the following:

a) Initial planning meeting to identify the anticipated educational outcomes and begin development of the evaluation plan

b) Construction of the evaluation components

c) Collection of the evaluation data

d) Analysis and reporting out of the results

e) Recording in the internal database and reporting to accrediting agencies

8. In regard to proposal submission requirements, how many copies of the original proposal should be mailed?

Five copies of the complete proposals should be mailed to the address specified in the solicitation.

9. Does the word tab on page 28 means a blank page between each factor?

A Tab is a divider that allows the reviewer to locate different sections/subject/factors in your proposal.

a. Also, how should the tab requirement be addressed in the electronic submission?

It doesn't apply to the electronic version, unless you know a trick we don’t know.

b. Also, what are the acceptable versions and formats for the electronic copy (i.e., adobe, word)?

Either Adobe or Word is acceptable.

10. Can we Federal Express the mailed version? Or what are the acceptable/recommended versions of carriers?

This amendment removes the requirement to “mail” the proposals. The requirement is that the proposals are received here at USUHS no later than 17 June 2009 at Noon (local time). Individual access is restricted, but all commercial carriers make deliveries.

11. What are the preferred carriers for submission of the mail-in copy?

See question 10 above.

12. What are the expected number of hours for each site visit/inspection?

That would depend on your proposed approach.

a. Also, how many locations are involved?

There is only one location, USUHS in Bethesda Maryland

13. Is USUHS previous accreditation report with corresponding results and recommendations public information?

The ACCME Self Study is available via the Freedom of Information Act Request.

a. If so, how can the previous report be obtained?

This report can be obtained by writing to USUHS, Attn: FOIA Coordinator.

Cost to you would be determined by the Office of General Counsel.

14. Can the background information such as resumes include the appendix and not counted as part of the 30-page limit?

As stated in the solicitation, “The entire proposal shall not exceed 30 pages.” This would include the resumes.

The following have been modified:

· Factor Four Tab – Price should include sufficient detail to allow a determination of a fair and reasonable price.
