3. SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been modified:

STATEMENT OF WORK

1.0

GENERAL REQUIREMENTS:

1.1 The Contractor shall provide all personnel, equipment, materials, and supervision required to perform all elements of this Statement of Work. The requirements of this Statement of Work shall be performed in such a manner that will not disrupt the activities or operations of the Uniformed Services University of the Health Sciences (USUHS) Facilities and its customer. Work shall be performed after hours between 5:00 PM and 5:00 AM.

1.2 Automatic openers will be installed to operate the two sets (exterior and interior) of 3’-0” wide double doors in vestibule #E-1903-A. The control will be mounted on the left brick wall outside the main entrance. The control box shall be chrome finished and has a large button fitted for the physically disabled person to operate. When the control box is activated, both exterior and interior doors will open outward to allow entry into the building.

1.3 A control box shall be mounted on the brick wall on the left side of the interior door. When activated it will open the both interior and exterior doors to allow exit of the building. Wiring for control boxes shall be inside wiremold and surface-mounted on brick wall. Wiring shall be hidden above hardboard ceiling at all times. Electrical panel located in first floor electrical room will provide power for door opener.

1.4 Hardware: The request hardware for this requirement is the DORMA ED 700 or approved equivalent. Please provide product literature containing detailed specifications for the requested hardware.

1.5 Automatic opener will be installed to operate one single 3’-0” wide door on Parking Garage level. Control box for the door shall be mounted on the right block wall in the building. The control box shall be chrome finished and has a large button fitted for the physically disabled person to operate. When the control box is activated, the door will open inward to allow exit into the parking garage.

1.6 A second similar control box shall be mounted on the left brick wall on the garage side of the door. When activated, the door will open inward to allow entry into the building. Wiring for all control boxes shall be concealed where applicable. Electrical panel located in ground floor electrical room will provide power for door opener. If drywall ceiling or wall need to be cut opened it should be patched and painted when work is complete. Paint color shall be shell white.

1.7 The manual push bar on the door in the garage shall be replaced with an electric push bar and shall work together with the automatic opener when activated. All door openers shall be hardwired to electrical panels located in electrical closet.

1.8 SUBMITTALS:

Proposed material submittals required of the Contractor shall be made allowing sufficient time for processing, review, approval, and procurement before the Contractor is ready to use the material. The Contractor shall certify on all submittals that the material being proposed conforms to contract requirements. In the event of any variance, the Contractor shall state specifically which portions vary, and request approval of a substitute. The Contractor shall also certify that all contractor furnished equipment can be installed in the allocated spaces. Incomplete submittals and submittals with inadequate data will be rejected. When required, catalog data shall be printed pages on permanent copies of manufacturer's catalogs. Three (3) copies of the following submittal(s) are required: Submit required documentation to the Government with cover letter stating Project title and contract number.

2.0

SECURITY:

2.1 The Contractor will be responsible for supplying the Facilities Office with the following information; the official company, first name, last name and middle initial of each employee that will be performing the installation of the door openers. This information is required by the Facilities Office at least 48 hours prior to the start of any work.

3.0

INVOICES:

3.1 The Contractor shall submit invoice upon completion and acceptance of work preformed.

4.0 METHODS AND SCHEDULES OF PROCEDURES:

4.1 The work shall be executed in a manner and at such times that will cause the least practicable disturbance. Before starting any work the sequence of operations and methods of conducting the work shall be approved by the Contracting Officer. Where intent is unclear, clarify with the contracting officer before proceeding.

5.0

EXISTING CONDITONS AND EXTRA OBLIGATION OF THE CONTRACTOR:

5.1 The Contractor will be responsible to repair any damages that occur during construction.

6.0

PERMITS:

6.1 The Contractor shall pay for any permits, fees, inspections, and tests.

7.0

WARRANTY:

7.1 Installation shall be guaranteed for a period of one year.

8.0

SITE VISITS:

8.1 The Contractor shall visit the site as required prior to submitting a proposal to determine the exact scope. All such visits shall be arranged with the Contracting Officer in advance.

9.0

SAFETY AND ENVIRONMENTAL REQUIREMENTS:

9.1 All penetration through wall shall be sealed with Fire blocking material. The Contractor shall comply with all fire/safety and environmental regulations, which includes the National Fire Protection Association, Occupational Safety and Health Administration, and the Environmental Protection Agency.

10.0

BARRIERS:

10.1 The Contractor shall provide barricades necessary while installing the door opener in vestibule E-1901-A to protect pedestrian from any hazard. For the garage level door if it is necessary to block it off completely, the Contractor shall not start work before 5PM and shall post signs to direct building occupants of alternate route to exit the building.

11.0

IDENTIFICATION:

11.1 The Contractor shall provide to the Contracting Officer a complete list of all Contractor and Subcontractor personnel who will be working on any site at the National Naval Medical Center not later than one (1) week prior to the starting date of any contract.

12.0

COMPLETION:

12.1 Upon completion, all work will be inspected and the work areas shall be cleaned and free of debris. The contractor shall be responsible for the removal from the job site, of all material and debris remaining after the work has been completed.

12.2 Upon completion all work areas shall be returned to original conditions.

12.3 The USUHS Facilities Office shall be notified upon completion of work.

4. As a result of the site visit held on January 15, 2009, the following questions were submitted for clarification.

Question 1.

Will a complete scope of work be provided other than the one already provided?

Answer 1.

A revised Statement of Work has been provided see attached document.

Question 2.

Will the openers work both doors or just a single door? This was unclear at the site visit.

Answer 2.

The automatic openers will be installed to operate two sets (exterior and interior) of double doors.

Question 3.

Will the route for electric supply be specified by USUHS or will that be left up to the general contractor?

Answer 3.

The electric supply route will be the shortest route between electrical room and the doors, penetration through floor and wall should be minimized.

Notes: All designs, materials, and parts need to be pre-approved by the Facilities office.

Question 4.

Is mounting a conduit on the wall acceptable with USUHS?

Answer 4.

Conduits are allowed on block wall and brick wall only. On drywall conduits will be hidden inside wall.

Question 5.

What is the type of electronic door hardware that you would like us to provide in our estimate? The estimate can drastically rise due to the quality that USUHS would like.

Answer 5.

The hardware required for this requirement is the DORMA ED 700 or approved equivalent.

Question 6.

Additional handrail information is needed.

Answer 6.

Per Statement of Work, no handrail will be used; this portion of the requirement has been deleted from the Statement of Work.

Question 7.

What is the route from the electric closet to the double door that USUHS would like WBG to utilize? Depending on the route, there may have to be a ceiling access.

Question 8.

How much does each door weigh? Garage and front entry.

Question 9.

Are there Cross Section drawing for the doors?

Cross section drawing are available for review located at our Facilities Dept upon request.

Question 10.

Do you have any specifications on the automatic door openers and the associated components?

Answer 10.

Door openers and associated hardware are made by Carolina Door Control Inc.

Question 11.

How many floors above the door (single) that leads to the basement? Parking area is the electrical room. We were shown an electrical room near the store room, double doors but it was not clarified if this same electrical room would have the panel boxes that feed the parking area?

Answer 11.

Power for the garage level door will be available from the electrical room one floor above.

Question 12.

Is there a drawing and dimensions for the aluminum handrail?

Answer 12.

The revised SOW indicates that no handrail will be needed.

Question 13.

At locations where the gypsum board ceilings will need to be cut do you want the gypsum board patched and painted or do you want access panels to be installed?

Answer 13.

Per Statement of Work, we would like the ceiling patched and painted back to original color of shell white.
