About this file

This is a Justification for an Exception to Fair Opportunity (Brand Name) document for a federal contract renewal.

The United States Transportation Command (USTRANSCOM), Directorate of Acquisition, IT Programs and Support Services Division is requesting a sole-source award to Edifecs Inc. for the FY26 SpecBuilder Software Renewal under contract number HTC71125QE155. The requirement is a firm-fixed price (FFP) follow-on to purchase order HTC71125PD001, with a period of performance from October 21, 2025 through October 20, 2026. USTRANSCOM uses SpecBuilder software to author, test, and publish ANSI ASC X12 Electronic Data Interchange (EDI) specifications in compliance with DoD Directive 4500.09, enabling standardized data exchange between Department of Defense components, systems, and commercial trading partners. The justification asserts that SpecBuilder by Edifecs is the only software capable of modifying ANSI ASC X12 EDI specifications and Implementation Conventions, and is the sole product recommended by X12 leadership. The contracting officer, Meggan A. DeBrobander, determined that inability to modify USTRANSCOM's Implementation Conventions would result in degraded data exchange formats, increased data quality issues, shipping process delays, in-transit visibility problems, billing and payment processing failures, and non-compliance with federal and DoD shipping regulations. The authority for this sole-source exception is FAR 13.106-1(b)(1)(i).

This requirement is a follow-on to purchase order HTC71125PD001, awai·ded by the USTRANSCOM TCAQ-D to Edifecs Inc. as a brand name FFP order.

USTRANSCOM uses SpecBuilder softwai·e to simplify and accelerate authoring, testing, and publishing of ANSI ASC Xl2 specifications.
