HTC71124RC003 Questions & Answers
Q# Question Answer Document
How should we enter passenger prices for the routes that show estimated quantities as zero as entries cannot be made?
The zero quantities for routes 2, 3, 4 & 12 are due to the nature of the hub requirement. For these specific routes, the courier teams (passengers) will stop and return from the hub, not the final destination indicated by the route. Couriers from these separate servicing locations will handoff cargo at the hub such that, for example, routes 1 & 5 would be ordered to accomplish passenger movements for courier teams between Meade, Travis and Lackland. While the cargo destined from Meade to Lackland in this example may be billed under route 2, the passenger movements would be billed under routes 1 & 5 because those couriers would handoff the cargo at the hub and return to their origination. Essentially, the individual couriers would never fly the entire route 2, but instead stop and return to their origination from the hub. The cargo would be billed at the applicable route rate since it doesn't "stop" at the hub, but passengers through the hub would never fly the full routes 2, 3, 4 & 12 and instead have return flights from the hub.

Customers are required to complete documents necessary for domestic and international shipping as well as documents required by customs, immigration, public health etc. Will DCD or the COR complete and provide the necessary documents to the air carrier?
DCD/COR will provide required documentation as needed.
Performance Work Statement_section – International Customs Clearance Support_Page 5_Paragraph 1.7.7
Route 14 comprises of 4 different routes that are priced differently by the company, however, Atch 2 only allows for one rate for passengers/cargo.
Ideally, to price these routes accurately, the routes would need to be listed separately. Alternatively, we could provide the highest price but bill the actual lower price - if applicable. How should we address rates for route 14?
Route 14 - Other CONUS Servicing Locations is not intended to be utilized very often, but it is explicitly included to capture the requirement specified in PWS 1.5.2; which provides flexibility to DCD to move material between non-standard courier stations located within CONUS. Offerors should always price according to their business interests based upon the requirement presented to them, which in the case of route 14 is in effect proposing a CONUS-wide passenger/cargo rate that is not covered by routes 1 - 13.

How often does DCD plan to fly to your selected international destinations?
Quatity estimates are captured in Atch 2 - DCS Pricing Table, which equate to 12 trips per year to each location. Note, these are strictly estimates and not a guarantee of volume.
