1. What is your experience in providing management, labor, tools, equipment, supplies, materials, and other services necessary for stevedoring and related terminal services? Please note that experience refers to complexity as well as longevity.
2. What ports within Europe do you service?
3. Will your company perform the requested services as the prime or will you subcontract some or all of the work and oversee your subcontractors’ performance? If you will subcontract, please answer the following:
a. What percentage of the services do you perform and what percentage is subcontracted out? Does it vary by port? Please explain.
b. How many subcontractors do you have contracts with? What is the duration of these contracts/relationships?
c. Do you have multiple subcontractors to choose from in each port?
d. Please explain how you will perform tasks utilizing experienced subcontractors, through a proposed teaming arrangement or hiring qualified personnel.
4. If your company is an Other Than Small Business (OTSB) concern, have you partnered or subcontracted with small business concerns to provide same or similar services of this requirement?
5. Do you have sufficient personnel and contracts/relationships in place to be fully operational if the contract was awarded by April 2019 for a performance start date of May 2019? How would you execute task orders received?
6. Who provides the equipment used, your company, the port, or the subcontractor? If damages occur, who is liable?
7. Do you have a current surveillance plan in place? If so, what is it, who performs the surveillance and how do you get notified of issues? How is your surveillance tracked and communicated?
8. Government personnel may want to be heavily involved with the surveillance for command and control. Have you performed services with Government personnel on the ground? Please explain.
9. What does the level of competition look like for these services?
10. What is the normal contract period of performance for this type of effort?
11. Explain how your commercial contracts operate? If you have commercial contracts, answer a and b below:
a. How are they priced?
b. How are they performed?
12. Do you have foreign commercial contracts that require you to comply with local laws, regulations, and labor union agreements governing work hours; and labor regulations including collective bargaining agreements, workers’ compensation, working conditions, fringe benefits, and labor standards or labor contract matters? Does your company foresee any issues abiding by local labor laws?
13. Does your company have the appropriate licensure or other written authorization necessary to perform the required services? If not, can your company obtain the required authorization?
14. Please provide any questions, comments, or concerns you feel are relevant in accomplishing this proposed acquisition.
