CULT contract, The unit command decided they wanted their perspective contractor, to cover inland transportation (section 6.16) but only as the contractor in the email said as a plan B.
The language in sections 6.16/17 was taken from the CULT PWS (attached) appendix H is the millage chart (attached)
As for the difference between KM and Time per section 6.17.7/8 , the old IGCE for CULT was done by time, and the Okinawa IGCE should have also reflected time.
However it could be done by the KM, we could go either way at this point,

This be a factor when we are considering our rates. Is Ammo part of this? Furnished Equipment (GFE) was eliminated in this re-compete contract per the unit command. Per section 6.4.8 & 6.4.9/6.4.911 This should be readdressed with the unit, because the PWS does not address where if any they will allow the contractor to set up office space or store equipment on the port.
