Q&A
Question 1: Many services described in PWS, are noted to be compensated with using the attachment SOR. However, attachment SOR is missing lines to describe these services as defined in PWS. Below are some of the services that are not mentioned in the SOR:
Answer: Pricing for the following should be built into the commodity rates:
PWS 5.9: 2 x POCs with HAZMAT certification.
PWS 5.10.15.4: In-Stow Inspection compensation is in SOR commodity rates PWS 5.15.2: Heavy tow equipment PWS 5.15.3: Contact Maintenance Team
Answer: Pricing for the following will be attained during a potential modification. If the Government requires these services, rates will be negotiated between the Contractor and the Government at the time of the modification:
PWS 5.10.14: Contractor will provide 3rd party invoice for re-imbursement plus a negotiated administrative fee as set in the SOR PWS 5.10.17: Transfer Cargo PWS 5.10.18: Stuffing and Un-stuffing Containers PWS 5.10.18.2: Weighing Containers PWS 5.11: Inland transportation PWS 6.2.7: Container wall compensation PWS 6.4.3.1 Permanent office space PWS 6.4.3.2: Temporary office space 6.4.4: Portable Latrines 6.4.5: Trash Disposal Services 6.4.6: Wash Rack Equipment 6.4.6.1: Cleaning of Vehicles and equipment
6.4.9 Storage/Staging
Question 2: Port Details: Port Alma is a small regional port, used primarily for small parcels of explosive cargo. I believe the solicitation should refer to Darwin, GLADSTONE, and Port Alma. Note that Gladstone was the port last used by the US Military to support activities in July 2019. Vessels have traditional performed the bulk of their offloading in Gladstone, before the short transit to Alma, purely to offload / load explosives. We request confirmation of this.
Answer: Gladstone was not part of the requirement handed to SDDC for the LD contract, only Darwin and Rock Hampton (Port Alma).
Question 3: Table 2 of PWS: For clarity, can you please explain the 'Discharge Work' and 'Load Work' columns of Table 2 of Page 25 of the PWS? E.g. 'Fast Ship Sealift', 240 TEU slots, 800 LOLO slots: What does 34 / 36 mean?
Vessel Type Average Cargo
Load Available Loading
Space Discharge Work
Pcs/Hour (Continues) Load Work Pcs/hour
(Continues)
Fast Sealift Ships (using shipboard crane)
240 TEU slots
800 LOLO
203,000 ft2 34 / 36 25 / 48
FSS (using port crane & RORO)
240 TEU slots
800 RORO
203,000 ft2 38 / 32 34/ 36
LMSR
(NON-PREPO)
518 TEU slots
1,000 LOLO
321,831 ft2 31 / 48 22 /72
RORO (car carrier)
400 TEU
400 RORO
301,783 ft2 32 / 24 32 / 48
Container Ship (using port crane)
1,521 TEU slots 243,360 ft2 32 / 48 32 / 48
MPS (LOLO –
RORO)
562 TEU slots
600 RORO
190,738 ft2 24 / 48 20 / 60
MPS / MAERSK
387 TEU slots
400 RORO
164,026 ft2 24 / 36 17 / 48
Column 2: TEU = 20ft Equivalent Unit (20 ft containers) pcs/ Hour = Pieces of equipment (containers) per hour. So that vessel should discharge or load 34 pieces of equipment in 36 hours.
(Bradley) - this average number of pieces of cargo the Government estimates per hour to load or unload pacific type of vessels, either continuously or broken up over shifts.
Example: would be MPS vessel type there’s 387/400 pcs. So the average would be 24 pcs. Per hour over
36 hours to discharge the vessel, and 17 pcs. Per hour over 48 hours to load the vessel.
Question 4: General Cargo: Are you able to provides some detail on what 'General Cargo' (Item 40a) would likely be? As I am certain you can appreciate, it is difficult to calculate pricing without understanding what the cargo is. contract line item on a Alternatively, can you confirm you will accept pricing on 'per hour' basis whilst handling these cargoes?
General Cargo is anything that needs to be brought on board that cannot be containerized or RO/RO.
This can be outsized equipment or odd equipment (such as rotor blade containers or strapped to a pallet).
(Bradley) - Break-Bulk cargo, Non-explosive, Non-ISO, includes M7 FRS, shelters, shop sets, ISU-90/60
Aviation equipment and crates, boxes, wooden pallets, 463L pallets, mind sweeping equipment, rollers, and skid mounted generators (all sizes)
Question 5: It is requested that quotes should be able to be provided in Australian Dollars, given all services are provided in Australia. Or alternatively, in USD, but subject to exchange rate variation from the time this offer is rendered. Can you please confirm this will be acceptable?
Answer: We award contracts in USD, regardless of where the work is performed. Once established at the beginning of the Fiscal year, the exchange rate remains constant for the duration of that Fiscal Year.
