1. CONTRACTING ACTIVITY.

2. NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED.
This J&A is for a modification extending the period of performance (PoP) of the S&RTS Mid- Atlantic contract (HTC711-20-D-R035) for seven months (March 1, 2026 to September 30, 2026). The modification (P00018), executed on February 20, 2026, has an estimated value of

3. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF
THE AUTHORITY CITED.
The Government issued a full and open Request for Proposal (RFP) for the Mid-Atlantic S&RTS follow-on contract on July 23, 2025
. This extended the procurement schedule, delaying the award of the follow-on contract.
The Mid-Atlantic S&RTS contract provides critical support to strategic port systems in the southeastern U.S.
Extending the current contract is essential to ensuring continuity of services while the Government completes follow-on procurement.
6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS PRACTICAL.
Competitive offers were not sought for this contract modification. Notice of this action was not posted in accordance with FAR 5.202(a)(2) as the proposed contract action is made under the conditions described in FAR 6.302-2 [Unusual or Compelling Urgency] and the Government would be seriously injured if the agency complies with the time periods specified in FAR 5.203 Publicizing and Response Time.
7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE.
The current contract (HTC711-20-D-R035) was competitively procured, with pricing determined fair and reasonable at the time of award. For this extension, the Government approved a modest rate increase to account for higher costs resulting from changes in economic conditions since the original award. The Contracting Officer reviewed and validated the updated rates, and determined them fair and reasonable.
