QUESTIONS AND ANSWERS FOR

HTC711-17-R-R003

DODX FREIGHT CAR REPAIR & MAINTENANCE

QUESTION #1: The Clauses and Provisions document states “If mailed, a delivery order or task order is considered “issued” when the Government deposits the order in the mail. Does the Government insure their freight?

ANSWER #1: Your question contains a partial quote from FAR Clause 52.216-18, Ordering, at subparagraph (c). This Ordering subparagraph, i.e., 52.216-18(c) is preceded by subparagraphs (a) and (b). Subparagraph (a) provides, “Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders . …” Subparagraph (b) provides, “All delivery orders or task orders are subject to the terms and conditions of this contract. …” This FAR clause has nothing to do with the shipment of freight.

QUESTION #2: Are there any provisions for delays due to inclement weather and/or major storm systems?

ANSWER #2: Yes, delays will be permitted with a reasonable explanation as to why the expected completion date cannot be met.

QUESTION #3: The language in the document describes this as a Best Value award; can you describe how you intend to weigh the various factors of the proposals you receive (Price, Capacity Commitment, etc.)?

ANSWER #3: In accordance with Attachment 3 of the solicitation, FAR Clause 52.212-2 states the following factors will be used to evaluate offers: Technical and Price. In accordance with FAR 13.106-1(a)(2), this solicitation does not state the relative importance assigned to each factor.

QUESTION #4: Does the Government desire a certain geographic focus for the possible six vendors that are awarded? If so, what is it?

ANSWER #4: The Government does not have a geographic focus. The Government has not drawn up regions, set goals, or limits on the number of DODX cars in a particular area. It should be noted, that historically the Southeast, South Central, Southwest, and Northwest areas of the country experience more use of DODX cars than New England, the Middle Atlantic States, and the Midwest.

QUESTION #5: Does the Government have a minimum capacity threshold regarding Capacity Commitments from bidders? If so, what is it?

ANSWER #5: There is no minimum capacity threshold.
