United States Transportation Command
Request for Information (RFI)
HTC711-14-ZR04, Amendment 1
Stevedoring and Related Terminal Services (S&RTS) Master Solicitation (CONUS)
This is an amendment to RFI HTC711-14-ZR04 to post additional questions for market research purposes. The Master Solicitation has been indefinitely suspended until further notice while additional market research is accomplished. Both prospective offerors who did and did not respond to RFI HTC711-14-ZR04 are encouraged to provide a response to the questions below.
A. General Company Information
Please provide a copy of section A with all responses. Section A is located with the initial RFI
HTC711-14-ZR04.
Note – Initial RFI responses are still being accepted if your company has not responded. It is not a requirement to respond to both notices but it is encouraged.
B. Questions
1. How much advance notice would you need to provide services at each of the CONUS ports listed in Table 1?

2. How much commercial cargo generally comes in and out of each of the ports listed in Table 1 for which you provide S&RTS services? Does your commercial business keep you operationally running or do you rely on the contracts provided by the Government at each specific CONUS port.
3. If awarded a contract would your company provide lower rates if the CONUS ports were grouped together into one contract? For Example, if the Government solicited for Charleston and
Jacksonville in one contract as opposed to separate contracts, could your company provide a lower rate/discount? If yes, which ports could be grouped together to allow for potential lower rates/discounts?
4. Could operational efficiencies be gained from grouping any of the CONUS ports together into one contract? If so, which ports do you think operational efficiencies could be gained by grouping them together?
5. Please provide your thoughts on combining the following CONUS S&RTS contracts into three contracts, as opposed to seven separate contracts.
1. MOTCO and Seattle - one contract in the West Coast
2. Texas Gulf - one contract in the Gulf
3. Jacksonville, Cape Canaveral, MOTSU, Charleston - one contract in the East Coast
C. Amendment Response Format
The format for submittal of RFI Amendment 1 is as follows:
1. Pages shall be numbered and have the following characteristics: 8-1/2 x 11 format, single sided, double spaced, one inch margins, font size 12.
2. Title page (limited to one page only) shall be clearly labeled “RESPONSE TO REQUEST
FOR INFORMATION.” It shall include the date of submission, RFI response title, respondent’s administrative and technical points of contact along with telephone numbers, electronic mail address, and shall be signed by an authorized officer.
3. Excluding title page and bibliography/reference, the response to Amendment 1 is limited to twenty (20) pages maximum. Pages included over the allowable maximum may not be reviewed.
