United States Transportation Command (USTRANSCOM) Defense Personal Property System (DPS)

Market Research/Sources Sought

The United States Transportation Command (USTRANSCOM) is currently conducting market research to determine if small business sources exist with the capability and capacity to satisfy USTRANSCOM’s requirements for operations, sustainment, development, and technology upgrades of the Defense Personal Property System (DPS). The North American Industry Classification System code selected for this effort is 541511, with a size standard of $25M. The incumbent developer and sustainment contractor for DPS is SRA International, Incorporated, Fairfax, Virginia.

DPS is the web-based system for the management of personal property shipments for the Department of Defense (DOD). Presently, DPS processes approximately 92% of all DOD household goods moves. Each year, the DOD is responsible for managing the movement and storage of approximately 600,000 personal property shipments at a cost of over $2.2B. DOD is the single largest customer in the personal property shipping industry representing approximately 15% of all domestic and international moves. DOD personal property shipments involve a complex logistical scenario, including the following:

A. Qualifying Transportation Service Providers (TSPs) to perform personal property services

B. Soliciting TSP rates for personal property services for domestic and international shipments

C. Counseling members and employees on personal property shipment and storage entitlements authorized by the Joint Federal Travel Regulations and Joint Travel Regulations, Volume II

D. Managing the personal property shipment from origin pick up location to destination delivery location

E. Providing current shipment status

F. Providing loss/damage claims filing capability

G. Employing best value methodology in evaluation of TSP’s performance

H. Paying invoices, computing excess costs, and processing claims

Interested small businesses shall demonstrate successful experience and performance in the areas displayed below and respond NLT 1600 hours CST 18 June 2012. II. MARKET RESEARCH QUESTIONS

NOTE: For each Government effort referenced please provide the contract number, prime vendor (if your company was not the prime), and contracting officer’s representatives’ contact information. Recent experience referenced below refers to experience within the past 3 years.

Experience beyond three (3) years will not be considered recent.

a. Describe your company’s recent experience managing a DOD/Federal Government software development project. Include details regarding your experience with software design, database design, testing, security, configuration management, delivery, and installation of software upgrades and enhancements. Include overall dollar value, your specific role(s) in the project, and what percentage of the project was directly the result of your effort.

b. Describe your company’s recent experience providing software sustainment services for software coding developed by a different company. Include all transitioning services provided between the original developer and your company.

c. Describe your company’s recent experience with Oracle database, Manugistics, Siebel, Java EE, Weblogic, Sun One Web Server, Solaris, and Microsoft Windows Server.

Include overall dollar value, your specific role(s) in the project, what percentage of the project was directly the result of your effort, and sufficient detail to allow understanding of the magnitude and complexity of the work.

d. Describe your company’s recent experience managing an Earned Value Management System in a cost-type environment. Describe your reporting requirements, the cost overruns and underruns encountered, and the complexity and magnitude of the effort managed.

e. Describe your company’s recent experience performing security engineering for software development and sustainment of DOD Mission Assurance Category III level Information Technology (IT) systems to include experience with the DOD Information Assurance Certification and Accreditation Process.

f. Has your company implemented Capability Maturity Model Integration (CMMI) Maturity Level 3 or higher processes? Has your company been awarded CMMI Maturity Level 3 or higher?

g. Briefly describe your company’s recent experience with either DOD or commercial transportation processes such as domestic and international shipments, storage, claims, invoicing, analytical reports, rates, and surveys.

h. Describe your company’s recent experience providing 24x7x365 Tier III help desk support for an IT system’s operational environment. Include overall dollar value, your specific role(s) in the project, and what percentage of the project was directly the result of your effort.

i. Describe your company’s recent experience with managing subcontractors when the subcontractors performed up to 50% of the contract work.

j. Describe your company’s recent experience in using Business Process Management methodologies in support of Service Oriented Architecture-based IT implementation efforts.
