Airmanship, Safety, & Oversight

Discuss the draft PWS Safety & Oversight language at para 1.12 Pros/Cons Risks/Timeline/Capability/Cost Impact

Suggestions/Comments

Airmanship, Safety, & Oversight Alternative: What is the impact on requiring the CRAF carrier to implement an oversight and safety program to assess the foreign flag subcontractor’s safety, operations, and maintenance programs equivalent to the standards for FAA approval of US carrier code share arrangements?

Alternative: What about mandating CRAF carriers can only subcontract to IASA CAT I certificated carriers? If carrier from CAT II or other non-assessed country, the prime contractor must develop an inspection and oversight process on that carrier before use and provide a copy of the results to the contracting office

Badging/Contractor Logistical Support

Authorized via the SPOT-LOA application and approval process https://spot.altess.army.mil/privacy.aspx

Exceptions to PWS contractor logistical support will be reviewed on a case-by-case basis supported by contractor justification
