13. SECURITY GUIDANCE. The security classification guidance needed for this classified effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended. (Fill in as appropriate for the classified effort. | gen_id: This contract is to provide international cargo transportation and distribution services using ocean common carriers, as defined in the Shipping Act of 1984, offering regularly scheduled commercial liner service for requirements that may arise in any part of the world. Contractors shall be capable of providing ocean, intermodal, and related transportation and distribution services to support their offered services as required herein. This contract is primarily for requirements sponsored by the DoD. This contract shall apply to services performed in peacetime and exigency areas as defined herein. |

| guidance: Ref 11 (a) "This contract requires access up to SECRET information. Due to SECRET information or data within a government |
controlled space, the primary contractor and all supporting contract personnel must possess a SECRET Security Clearance granted by Defense Industrial Security Clearance Office (DISCO) before access will be granted to classified area, information or documents. SECRET will not be released to contractor employees without specific release approval of the originator. Prior approval and certification of need-to-know shall be obtained from the appropriate Program Manager or designated Contract Monitor (CM), on all such releases. SECRET materials furnished in support of this contract remain the property of the U.S. Government User Agency that released it. Upon completion or cancellation of the contract, SECRET materials previously furnished will be returned to the direct custody of the agency having cognizance unless other disposition instructions have been issued. To ensure cognizance of, and adherence to, security classification regulations, the Contractor and Contractor personnel will comply with all applicable 000 5220.22-M National Industrial Security Program Operating Manual (NTSPOM), 000 5220.22 Industrial Security Regulation, United States Air Force, United States Transportation Command, and Scott Air Force Base Directives and Instructions. Specific security requirements are identified in the DD Form 254, Contract Security Classification Specification."
Ref 11 (e) Contract is for transportation service. Classified information may be contained in items being shipped. Classification of cargo and guidance will be provided to the contractor as necessary for the performance of this contract.
