Air Transportation for the movement of passengers from Elmendorf AFB AK to Eareckson Air Station AK and Adak Island AK in accordance with the specifications listed in the Statement of Work. Unit price shall include all positioning, depositioning, and fuel costs. (Exceptions are listed in CLIN 0004).
Primary Route: Elmendorf AFB AK to Eareckson AS AK (1463 GCSM) to Elmendorf AFB AK (1463 GCSM). Secondary Route: Elmendorf AFB AK to Adak (1200 GCSM) to Eareckson AFS AK (396 GCSM) to Adak (396 GCSM) to Elmendorf AFB AK (1200 GCSM). Route may be flown to any of the locations mentioned in this CLIN in any order. Maximum Quantity is dependent upon the size of the aircraft and will be determined at time of award.
INSTRUCTIONS TO OFFERORS: Offerors are required to propose the Maximum Quantity of Statute Miles, the Unit Price per statute mile, and the extended Maximum Amount (proposed Maximum Quantity of Statute Miles multiplied by the proposed Unit Price per statute mile) in Section B. Offerors are required to calculate the Maximum Quantity of Statute Miles based on the following requirements taking into consideration the offeror's proposed aircraft and seating capacity. Primary Route: Transport 72 passengers per week (36 on the outbound mission and 36 on the inbound mission). Secondary Routes: 1 en-route stop at Adak Island is estimated per month (add 133 GCSM per en-route stop) and 2 missions (15 on outbound mission and 15 on inbound mission) transported directly to/from Adak Island per year shall also be included . Based on the proposed aircraft's seating capacity, first determine the required number of round trip missions per week to meet the Primary Route requirements of 72 passengers per week (For evaluation purposes, enter no less than two and no more than three; however, more than three missions per week may be flown under this contract). Then multiply the number of round trip missions required by 2926 GCSM (to/from Eareckson AFS) to determine the total number of GCSM per week for the Primary Route. Multiply the GCSM per week for the Primary Route times 52 to arrive at the maximum total GCSM per year for the Primary Route. Then, determine the maximum number of GCSM for the Secondary Route on a yearly basis based on the Secondary Route information above. The total GCSM for the secondary route is 6,396 per year. Add the total Maximum Quantity of GCSM per year for the Primary Route to the total Maximum Quantity of GCSM per year for the Secondary Route to arrive at the Maximum Quantity for both Primary and Secondary Routes. Insert this total as the proposed Maximum Quantity for Section B. Add 10% to the total GCSM for unscheduled/Ad Hoc missions and enter the total in the quantity space above. Insert the proposed Unit Price per GCSM and multiply the proposed Unit Price times the proposed Maximum Quantity to arrive at the proposed Maximum Amount for this Section B CLIN. The total Maximum Amount for this CLIN will be used to establish the Total Evaluated Cost for each offeror. The guaranteed minimum shall be 152,152 GCSM for the life of the contract. The below formula illustrates the calculation:
Primary Route: Missions Per Week (2 or 3) X 52 weeks = Missions/Year.
Missions per year X 2926 GCSM = Annual mile total.
Secondary Route: 12 X 133 GCSM = 1596 GCSM; 2400 GCSM X 2 = 4800 GCSM; Total GCSM = 6396 GCSM Total GCSM Both Routes = _________ + 10% = ___________ X Price per GCSM
= Yearly Total Amount $_____________.

If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.
(i) Availability of requirements documents cited in the solicitation. The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation “DUNS” or “DUNS +4” followed by the DUNS or DUNS +4 number that identifies the offeror's name and address. 2.2 Determination of Competitive Range
The Source Selection Authority may establish a competitive range and approve the elimination of any proposals submitted as a result of this solicitation.
Offerors are hereby advised that only those proposals determined to have a reasonable chance for award of a contract will be included in the competitive range. While every effort will be made to maintain strong competition, the Contracting Officer will also look to eliminate time consuming and unnecessary discussions with those Offerors whose proposals have no reasonable chance for award. This procedure is considered beneficial to both USTRANSCOM and the Offerors involved since, in addition to saving further expenditure of resources, acquisition lead-time should be reduced.
Accordingly, Offerors should submit initial proposals on their most favorable terms, from both a technical and cost standpoint. Again, it should be noted that proposals will not be included in the competitive range solely on the basis of technical acceptability, nor will they be included due to cost considerations alone.
Offerors whose proposals are not included in the competitive range will be notified as soon as practicable.
Additional information relative to such proposals will be provided through debriefing of unsuccessful Offerors.
2.3 Award Information
The Government intends to award a single contract as a result of this solicitation. All offerors, including small business offerors, must be able to perform all required tasks as identified in the PWS.
