About this file
This is a Questions and Answers document from a federal solicitation regarding an eCTD (electronic Common Technical Document) publishing software system for the Defense Health Agency (DHA).
The Government requires eCTD submission preparation capabilities for the US market only, with no current need for non-eCTD submissions or EU region support. The system must automate workflow steps for managing electronic submissions to regulatory agencies such as the FDA. Access control is a critical requirement, with the ability to restrict access between different organizations and individual user accounts that cannot be shared. DHA will issue user IDs and passwords via secure encrypted email, and the Contractor must provide monthly reports on employee access changes. The software must integrate with external systems, specifically OpenText Content Server 22.4 and current releases, as well as Network File Shares. The Government prefers on-premise deployment on DHA servers running Microsoft Windows Server 2019 R2 (64-bit) or newer, though vendor-hosted FedRAMP-approved cloud deployment in accordance with CMMC standards is also acceptable. This represents a designated go/no-go requirement under the RFP Technical Approach. No changes were made to the solicitation language based on these vendor questions and government responses.
