About this file

This document is a Minimum Essential Characteristics (MECS) for an Advanced 3D Imaging Software System for the Defense Health Agency (DHA) Picture Archiving and Communication Systems (PACS) Program. The comprehensive software system requirements cover advanced medical imaging capabilities across multiple modalities including nuclear medicine, CT, MRI, and PET, with 46 specific technical requirements ranging from image display and comparison to complex clinical analysis tools like lesion tracking, cardiac imaging, brain quantification, and vessel analysis.

The solicitation is a pre-solicitation Request for Information (RFI) targeting software publishers under NAICS Code 513210, with a planned Firm Fixed Price contract. The DHA seeks to consolidate 12 PACS hub sites and 50 spoke sites into a single enterprise advanced visualization solution, with an implementation timeline of 12 months from contract award. Vendors must provide a capability statement by May 7, 2025, demonstrate cybersecurity compliance, maintain an Authority to Operate (ATO), and offer enterprise-wide software support. The government is exploring whether this will be a small business set-aside and is conducting market research to identify qualified potential contractors.
