About this file
This Notice of Intent to Sole Source (HT9425-25-NOI-LBA-03) from the United States Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole source contract to World Precision Instruments, LLC (WPI) for two Epithelial Voltohmmeter (EVOM) Auto V3 Transepithelial Electrical Resistance (TEER) Measurement Systems. The specialized scientific equipment must measure cellular activity in real-time using a 24-well plate format, include automation, have 4 pairs of electrodes compatible with Corning 24-well plates, and come with on-site installation and training.
The contract will be issued under NAICS code 334516 for Analytical Lab Instrument Manufacturing. WPI is deemed the only vendor capable of fulfilling the Minimum Essential Characteristics (MECs) specified in a referenced Request for Information (RFI). Potential alternative sources have until 12:00 PM Eastern Time on 24 May 2025 to submit written responses with compelling evidence of their ability to provide the required equipment. If no competitive responses are received, the contract will be awarded to WPI without further action, with the systems to be covered by a two-year warranty from the delivery date.

Notice of Intent to Sole Source (HT9425-25-NOI-LBA-03)
The United States Army Medical Research Acquisition Activity (USAMRAA), on behalf of The United States Army Medical Research Institute of Infectious Diseases (USAMRIID) is issuing this notice of intent to award a new contract on a sole source basis. This is not a request for proposals. This notice does not represent a commitment by the Government to pay for costs incurred from the preparation and/or submission of data in response to this notice.
The Government intends to award a sole source contract to World Precision Instruments, LLC (WPI). USAMRIID requires the procurement of two (2) Epithelial Voltohmmeter (EVOM) Auto V3 Transepithelial Electrical Resistance (TEER) Measurement in 24C (Corning) High Throughput Screening (HTS) Systems. The systems shall measure cellular activity in real-time in a 24-well plate format that can accommodate Corning 24-well plates. The TEER measurement systems shall have automation, and the electrode array component shall be compatible for 24-well plates and have 4 pairs of electrodes. For full system functionality, the equipment shall include two (2) EVOM Auto V3 TEER Measurement in 24C HTS Plate systems, two (2) EVOM Auto 24C HTS Electrodearrays for TEER and on-site installation and training. The systems shall be covered under warranty for two (2) years commencing on the date of delivery. WPI is the only vendor that can fulfill the requirements listed in the MECs and meet the current requirement. Award of this contract to any other contractor would result in unacceptable delays in USAMRIID’s research efforts.
Required Capabilities: The EVOM TEER Measurement System must have the Minimum Essential Characteristics (MECs) as listed in the Request for Information (RFI).
This contract will be issued on a sole source basis. The North American Industry Classification System (NAICS) code for this requirement is 334516 – Analytical Lab Instrument Manufacturing. Any sources that believe they are eligible and capable of providing this product must respond in writing. Responses must be supported with clear and convincing evidence articulating the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purposes of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen
(15) days after the publication of this notice, the contract will be awarded without further remark.
Responses are due no later than 12:00PM Eastern Time on 24 May 2025.
This notice is provided solely as information to the marketplace.
