MINIMUM ESSENTIAL CHARACTERIST

Minimum Essential Characteristics – Ballistics Research Range with Clay Calibration

USAARL IBPG is seeking to establish an indoor ballistics research range with clay calibration capabilities to investigate simulated Soldier injury from behind armor blunt trauma (BABT). Such a range must be: a moveable small caliber test gun with azimuth and elevation adjustment, recoil system, two-key switch remote percussion firing box, multiple velocity test barrels, two (2) upright velocity screens with software, 35GHz doppler radar head with stand, flat Blunt Trauma Thoracic Rig (f-BTTR), ballistics clay press, clay box, clay knife, clay calibration system, heated blanket, and heating chamber.

The following minimum essential characteristics are required:

1. One (1) Small Caliber Test Gun Assembly

a. Universal Receiver capable of accepting centerfire and rimfire rounds from at least 4.5mm up to at least 12.7 x 99mm to include shotgun barrels

b. Remote fire capability, at least 30m, in addition to manual fire

c. Two breech blocks for safety (e.g., two-key firing system)

d. Must be NATO codified

2. One (1) Test Gun Stand

a. Compatible with small test gun assembly as described in number one

b. Must be mobile (e.g., wheels)

c. Must contain a locking mechanism to be completely locked in place and maintain a counterweight system to stay upright during firing

d. Compatible with recoil system described in number three

e. Azimuth and elevation adjustment with slots for captive bolts to adjust angle and height

f. Must have the ability to be floor mounted

3. One (1) Recoil system

a. Compatible with small test gun assembly described in number one

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

(SEP 2023)

1.Instructions to Offeror: The Offeror response to this solicitation shall be legible and comprehensive to enable the Government to conduct the technical evaluation. The information shall be precise, factual, and complete. Failure to submit all information concurrently and in accordance with these instructions shall render the Offeror’s quote “unacceptable”.

2.Volume I. Technical (Page Limit of 10 pages) Offerors shall submit a written functional approach which effectively demonstrates the Offeror’s clear understanding of all tasks and how the approach is likely to yield the required results.

The Offeror’s response shall demonstrate the Offeror’s understanding of tasks to be performed, as well as the basic functional approach and methodology that will be utilized in accomplishing any resultant award.

3.Volume II. Price. The Offerors price quote shall be a separate volume from the Technical volume. Pricing shall include all anticipated costs to fully perform the services specified in the Minimum Essential Characterstics including option period pricing. The Offeror shall provide a unit price and a total price for each Contract Line Item (CLIN), a grand total price for the requirement. The Government anticipates award of a Firm-Fixed Price (FFP) contract and the Offeror shall propose FFP pricing on all CLIN items.

4.Offeror is encouraged to offer the Government discounts where appropriate.

5.The Offeror’s proposal shall be valid for a period of 60 days.

7.Quotes in response to this competition are due via email no later than Wednesday, 11 September 2024 0900 AM EST via email to Ryan Jorgensen, ryan.r.jorgensen.civ@health.mil 8.Other Administrative Instructions:

System for Award Management (SAM). Contractors must be registered in the SAM database in accordance with FAR 52.212-3 to be considered for award. The offeror shall verify it’s online registration and certifications are current, accurate, complete and applicable to this solicitation as of the date of its offer and are incorporated in its offer by reference. The offeror shall also be registered in SAM under the applicable NAICS code for this solicitation 334310. Registration is free and can be completed on-line at https://www.sam.gov/portal/public/SAM/. No documentation is required to be submitted in response to this paragraph.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1 - Technical Factor 2 – Price

(b) Basis for Award: Award of this contract shall be made on a competitive best value basis using “Lowest Price, Technically Acceptable (LPTA)” approach. Evaluation will be made to identify all Offerors whose quotes are technically acceptable in accordance with this RFQ and the evaluation criteria set forth below. Award will be made to the Offeror from the pool of technically acceptable quotes, whose price is the lowest. The Offerors’ quotes will be evaluated to ensure the Government receives a technically acceptable quote at a fair and reasonable price. Technical acceptability will be determined by evaluating the following non-price factor:

Factor 1 – Technical

Based on the comprehensiveness, depth and quality demonstrated in the Functional Approach, the Government will assess the risk to the Government as it relates to the Offeror’s functional approach.

Risk assesses the degree to which the offeror’s proposed approach may cause disruption of schedule, increased price, degradation of performance, the need for increased Government oversight, or the likelihood of unsuccessful contract performance. Evaluation of Factor 1 – Technical will be evaluated specifically based on the requirements outlined in Instructions to Offerors, Section M.2. Offeror’s proposals will be evaluated as either “Acceptable” or “Unacceptable”. The Government evaluators will not assume the Offeror possesses any capability or knowledge unless it is specified in the Technical volume.

Only proposals receiving an overall rating of “Acceptable” will be considered for award.

Factor 2 - Price

The Offeror’s price volume will be evaluated separately from the non-price evaluation factor and will be examined to determine the degree to which the grand total proposed price represents a fair and reasonable price. Price quote evaluation is to determine whether the Offeror’s proposed price is fair and reasonable in accordance with FAR 15.401-1. Price analysis will be used to determine the total evaluated price to support the selection of the lowest priced, technically acceptable Offeror.

(c) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determined that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

Past performance will not be an evaluation factor for this requirement.

(d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the Offeror’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
