REQUEST FOR INFORMATION (RFI)
1.0 RFI TITLE: Non-Human Primate (NHP) Transportation Services
2.0 AGENCY: Walter Reed Army Institute of Research (WRAIR)
3.0 LOCATION: 503 Robert Grant Avenue, Silver Spring, MD 20910
4.0 SUBJECT: This requirement is to transport and deliver 18 Indian-origin rhesus macaques to the Walter Reed Army Institute of Research (WRAIR) Armed Forces Research Institute of Medical Sciences (AFRIMS) in Bangkok, Thailand.
5.0 DISCLAIMER: This is an RFI as defined in FAR 15.201(e) to ascertain whether a commercial items/services exists that provides the capabilities described herein.
This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. In keeping with the standards of FAR Part 10, the Government may request additional information from respondents. Respondents are solely responsible for all expenses associated with responding to this RFI or any follow-up information request. All information received in response to this RFI or any follow-up information request that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future request for proposal will not be entertained.
6.0 DESCRIPTION:
Specific Service Requirements:
Objectives: The objective of this requirement is to supply and deliver 18 Indian-origin rhesus macaques to WRAIR-AFRIMS in Bangkok, Kingdom of Thailand, hereafter referred to as Thailand. This process will be conducted in strict accordance with U.S. Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), the Animal Welfare Act, International Air Transport Association (IATA) Live Animal Regulations, and all applicable federal and state regulations governing the health requirements for the transport and admission of animals, both interstate and internationally, as well as all other terms and conditions outlined herein. Transportation will include ground transportation within the United States of America (USA) and international transportation from the USA to Suvarnabhumi Airport (BKK), Thailand. Each transportation stage shall be executed in compliance with the relevant regulations and standards.
Specific Delivery Requirements:
Tasks: Tasks consist of the following:
1. The Contractor shall obtain CITES export permits for the 18 selected monkeys and provide WRAIR- AFRIMS with the following documents by 15 February 2025: proof of rabies vaccination, microchip identification number, approved CITES permit, customs invoice, health certificate Animal and Plant Health Inspection Service (APHIS) Form 7001A, animal medical records, and U.S. Fish & Wildlife Service (USFWS) Form 3-177 (A.009).
2. The Contractor shall quarantine animals for at least 30 days prior to air transportation. Animal care during the quarantine period will be provided under a separate contract. The Contractor shall provide proof of at least 30-day quarantine by 1 July 2025 or upon Thai import approval (A.010).
3. The Contractor shall facilitate monkey serology testing for specific primate viral diseases, including Hepatitis A, Tuberculosis, Measles, Simian Retroviruses (SRVes), Simian Immunodeficiency Viruses (SIVes), Simian T-cell Leukemia Viruses (STLVes), Macacine herpesvirus 1 (B-virus), and Monkey Pox (Mpox), and administer broad spectrum anthelmintic during the 30-day quarantine prior to export. The Contractor shall facilitate monkey vaccination for Measles, Hepatitis A, Tetanus, Rabies, and implant monkey identification microchips. The Contractor shall provide animal serology testing results, and proof of anthelmintic administration by one week after the start of 30-day quarantine (A.011).
4. The Contractor shall provide all associated travel information and scheduling to WRAIR-AFRIMS at least two weeks prior to shipment (A.012).
5. The Contractor shall provide animal ground and air transportation by one week after the completion of 30-day quarantine in accordance with local, state, federal, and international laws from place of origin to BKK, Bangkok, Thailand (A.013).
The above is for information purposes only for a response to the RFI.
Industry partners may provide information on individual aspects of these requirements as partnering is encouraged to meet the total desired requirements.
7.0 SUBMISSION INSTRUCTIONS: Responses from all capable and qualified sources are encouraged to respond to this request. The subject header of the email for submission the RFI response shall be: “Non-Human Primate (NHP) Transportation Services ”. All information regarding capabilities statements or any other proprietary information relative to this RFI shall be marked appropriately.

A. The work to be performed under this contract will be performed at a Contractor’s facility. The delivery location is Suvarnabhumi Airport, Bangkok, Thailand. The COR will coordinate with the Contractor for transfer of animals to WRAIR-AFRIMS upon arrival to airport.

Only electronic responses are requested. No evaluation letters and/or results will be issued to the respondents. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. NO PHONE CALLS PLEASE. It is the responsibility of any potential offeror to monitor this site for the release of any solicitation or synopsis.
