About this file

This document is a combined synopsis/solicitation for a multiple award blanket purchase agreement from the Defense Health Agency to provide non-human primates for research. The agreement would have a base period of performance from August 2023 to August 2028 and would allow for the purchase, testing, quarantine, housing, and shipping of specific pathogen-free rhesus macaques, cynomolgus macaques, African green monkeys, and marmosets to support research at the U.S. Army Medical Research Institute of Chemical Defense and the U.S. Army Medical Research Institute of Infectious Disease. The solicitation requests quotes from contractors that can meet the minimum essential characteristics, which include requirements that the non-human primates be sourced from a USDA-licensed dealer and accompanied by health certifications and identification records. Quotes are due by August 9, 2023 and the agency intends to award up to six blanket purchase agreements on a lowest-price technically acceptable basis with a maximum collective ceiling of $27.2 million over five years.

COMBINED SYNOPSIS/SOLICITATION – AMENDMENT 0001

This amendment provides responses to questions received regarding this solicitation. As a result, the Minimum Essential Characteristics (MECs) have been updated. The quote submission due date has been extended from 02 August 2023 to 09 August 2023. All revisions to the combined synopsis/solicitation are in a red font.

RESPONSES TO QUESTIONS

1. Statement of Need, Section 3.1 (page 10) – Can vendors only invoice 45 days after delivery? Many payment terms are 30 days.

Response: That is correct. Per Section 3.1 of the Statement of Need (page 10), up to 45 days are needed for testing results to come back. During this 45-day inspection and acceptance period, no invoices for deliveries will be accepted. Invoices will only be accepted after this period to allow for verification that all Non-Human Primates (NHPs) within the delivery satisfy the requirements stated in the Minimum Essential Characteristics (MECs).

2. Is Chagas testing a consideration as a possible requirement for the primates?

Response: Language has been added to the MECs (page 13) to specify that additional testing may be needed at the order level. In these situations, the CO-RFQ will specify the required testing that pertains to the order requirement.

Refer to Section 6.2.4 regarding eSRS.

NOTE: The successful Offerors’ proposed Commercial Small Business Subcontracting Plan will not be incorporated into the BPA award initially. As a result, the Contractor will work with the Contracting Officer to submit a FINAL Small Business Subcontracting Plan within forty-five (45) days after the date of the BPA award. A bilateral modification will be awarded to incorporate the FINAL Small Business Subcontracting Plan. This is a mandatory requirement for performance under the BPA.

The Contracting Officer shall comply with FAR 19.705-6 to monitor and evaluate the prime Contractor’s compliance with their Small Business Subcontracting Plan throughout the length of the BPA.

7. PERFORMANCE EVALUATION PROCESS

Once the base BPAs are awarded, USAMRAA will use the Contractor Performance Assessment Reporting System (CPARS) to electronically capture assessment data and manage the performance evaluation process for any call orders meeting the applicable criteria from the CPARS Guidance at https://cpars.gov/help.htm. CPARS is used to assess a Contractor’s performance and provide a record, both positive and negative, on a given call order during a specific period of time. The CPARS process is designed with a series of checks and balances to facilitate the objective and consistent evaluation of Contractor performance. Both Government and Contractor program management perspectives are captured on the CPARS and together make a complete assessment performance report. Once the Assessing Official completes the proposed assessment for the period of performance, the CPARS is released to the appropriate Government Contractor Representative for their review and comments. User ID and Password will be provided to the designated Contractor Representative upon issuance of a Call Order. The Contractor has thirty (30) days after the Government's evaluation is completed to comment on the evaluation. The Contractor Representative must either concur or non-concur to each report in CPARS. If the Contractor concurs with the proposed assessment, and the Reviewing Official does not wish to see the report, the Assessing Official may close out the report in CPARS. Otherwise, the Assessing Official must forward the report to the Reviewing Official for them to review via CPARS, enter comments if appropriate, and close out. The Reviewing Official may, at their option, direct the Assessing Official to forward every report in CPARS to them for review.

8. MAXIMUM BPA CALL ORDER VALUES
