About this file
This memorandum documents a limited competition justification for a sole source contract award. The U.S. Army Medical Research Institute of Infectious Diseases requires one NanoSprint12S-B 12 Megapixel side mount TEM camera from Advanced Microscopy Techniques. The camera must integrate with USAMRIID's existing JEOL 1400 Transmission Electron Microscope. Market research found only AMT offers a compatible camera. The estimated $150,000 award will be a firm fixed-price contract awarded before September 20, 2023 using FY2023 Army RDT&E funds. The Defense Health Agency is the contracting authority for this sole source award to incumbent AMT, a small business, for the specialized camera, software, computer, installation and extended warranty.

5. Reasons for Authority Cited:
Six (6) Electron Microscopy (EM) supplier websites were contacted and/or searched to ascertain if they could provide the NanoSprint12S-B 12 Megapixel, research-grade, side mount TEM CMOS camera. Of the six (6) suppliers, only one (1) source demonstrated the capability to meet the requirements of the Government (AMT). The required type of camera must be compatible with USAMRIID’s existing JEM 1400 Transmission Electron Microscope currently in operation in the Pathology Division. The JEM 1400 requires an EM camera capable of being side mounted as that is the only mounting position available on the JEM 1400. It is vital for the success of USAMRIID’s mission to obtain the technology that the NanoSprint12S-B side mount camera offers. Other supplier searches included: 1. Electron Microscopy Sciences 2. Fisher Scientific 3. JEOL 4. SPI Supplies and 5. Ted Pella. None of these suppliers demonstrated the capability to meet the requirements of the Government. Specifically, EMS, SPI and Ted Pella do not sell this device. Other vendors do not offer a compatible device. For the reason identified above, it is in the best interest of the Government to sole source this requirement to AMT, 242 West Cummings Park, Woburn, MA 01801. AMT is the sole retailer of the NanoSprint12S-B 12 Megapixel, research-grade, side mount TEM CMOS and is identified as a small business under NAICS 334516 – Analytical Laboratory Instrument Manufacturing.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 ☐ do not apply due to the $ threshold, ☒ apply and will be followed, or ☐ do not apply due to an exception at 5.202(a)(13)(i) Is for an amount not expected to exceed the simplified acquisition threshold.

7. Market Research:
Market research conducted during the June 2023 timeframe in accordance with FAR Part 10 was multifaceted and was undertaken to ascertain 1) if the requirement meets the FAR definition of a Commercial Product, 2) if two or more small businesses exist that can meet the government's requirements; and 3) if there is more than one source capable of meeting the governments requirement.
Market research examined if the required equipment met the FAR definition of a commercial product, which is a product, other than real property, that is of a type customarily used by the general public or by nongovernmental entities for purposes other than governmental purposes and (i) has been sold, leased, or licensed to the general public; or (ii) has been offered for sale, lease, or license to the general public.
Market research determined that the required equipment does meet the definition and is commercially available; thus, standard commercial terms and conditions will apply.
