About this file
This Request for Information (RFI) seeks two Epithelial Voltohmmeter (EVOM) Auto V3 Transepithelial Electrical Resistance (TEER) Measurement Systems for the United States Army Medical Research Institute of Infectious Diseases (USAMRIID). The systems are required for research in the Virology and Bacteriology Divisions, specifically for a Defense Threat Reduction Agency (DTRA) Joint Sciences and Technology Office project involving organ tissue equivalent (OTE) transwells. The detailed Minimum Essential Characteristics (MECs) specify requirements including 24-well high throughput screening capability, real-time cellular activity measurement, automation, Corning 24-well plate compatibility, and an electrode array with 4 pairs of 1.2mm electrodes.
Interested vendors must submit a capability statement electronically by 12:00 PM Eastern on 08 May 2025 to Ms. Lindsey Arthur at lindsey.b.arthur2.civ@health.mil. The submission should not exceed five typed pages and must include company details such as contact information, business classification, and SAM registration status. The RFI is for market research purposes only and does not guarantee a contract award. The systems requested must include on-site installation and training, a two-year warranty, and shipping to Fort Detrick, Maryland. The associated North American Industry Classification System (NAICS) code is 334516 for Analytical Lab Instrument Manufacturing.

Request for Information (RFI)
1. RFI Number: HT9425-25-RFI-LBA-03
2. RFI Title: EVOM TEER Measurement System
3. Agency: United States Army Medical Research Institute of Infectious Diseases
(USAMRIID)
4. Office: United States Army Medical Research Institute of Infectious Diseases
(USAMRIID)
5. Contracting Office: United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Frederick, MD.
6. Location: Fort Detrick, Frederick, Maryland 21702
7. Background:
Virology and Bacteriology Divisions have an active Defense Threat Reduction Agency (DTRA) Joint Sciences and Technology Office (JSTO) project for use of organ tissue equivalent (OTE) transwells to conduct research against medical countermeasures. As part of this research, recording tissue electrical resistance of the transwell cell cultures provides cellular tight junction data required to ensure the quality of the model systems used in this project. TEER measurements are a phenotypic assay used to establish baseline parameters for acceptance criteria of the OTEs prior to moving forward with experimentation involving viruses and/or bacteria. The goal of this is to reduce variation between transwells and allow for more reproducible results.
USAMRIID is requesting to procure two (2) Epithelial Voltohmmeter (EVOM) Auto V3 Transepithelial Electrical Resistance (TEER) Measurement in 24C (Corning) High Throughput Screening (HTS) Systems. The systems shall measure cellular activity in real-time in a 24-well plate format that can accommodate Corning 24-well plates. The TEER measurement systems shall have automation, and the electrode array component shall be compatible for 24-well plates and have 4 pairs of electrodes. For full system functionality, the equipment shall include two (2) EVOM Auto V3 TEER Measurement in 24C HTS Plate systems, two (2) EVOM Auto 24C HTS Electrodearrays for TEER and on-site installation and training. The systems shall be covered under warranty for two (2) years commencing on the date of delivery. Refer to the Minimum Essential Characteristics (MECs) listed in Section 8.
8. Minimum Essential Characteristics:
The final package for this procurement should contain the following materials with all listed minimum essential characteristics being met:
The Virology and Bacteriology Divisions within USAMRIID request two (2) Epithelial Voltohmmeter (EVOM) Auto V3 Transepithelial Electrical Resistance (TEER)

1. The auto measurement systems must have dimensions of approximately 16x10x 8.4”
2. The systems must have capability for 24-well high throughput screening.
3. The systems must include two (2) EVOM Auto 24C HTS Electrodearrays for
TEER.
4. The systems must measure cellular activity in real-time.
5. The systems must have automation for TEER measurement.
6. The systems must have compatibility for Corning 24-well plates.
7. The systems electrode array must contain an array of 4 pair of 1.2mm Φ electrodes.
8. The Contractor shall provide on-site installation and training of the systems.
9. The systems must be covered under warranty for two (2) years commencing on the date of delivery.
10. Shipping must be included.
Delivery Requirements:
Items shall be shipped to:
United States Army Medical Research Institute of Infectious Diseases (USAMRIID) 1425 Porter Street Fort Detrick, MD 21702
9. Information Requested in Capability Statement:
• Confirm availability of the requested products/training, as specified in the MECs.
• Provide verification that the company can provide the training and warranty as listed in the MECs.
