About this file
This document is a Notice of Intent to Sole Source issued by the United States Army Medical Research Acquisition Activity (USAMRAA) on behalf of the United States Air Force (USAF) 59th Medical Wing, Science and Technology Office. USAMRAA intends to award a new contract on a sole source basis to the Foundation for Advancing Veterans' Healthcare Research (FAVHR) for a research and development requirement titled "Impact of extremes of temperature on sex-specific differences in biological aging that predict immunologic and physical fitness."
The key research objectives are to evaluate the effects of chronic heat stress on accelerated biological aging and immunologic resilience, the contributions of pre-heat stress immunologic resilience status on outcomes, whether reversal of immunologic resilience deficits and biological aging are faster in participants with higher baseline immunologic resilience status, and the sexual dimorphism of these findings. USAMRAA has determined that FAVHR is the only source available to perform this unique requirement. The contract will be issued under NAICS code 541715 with a size standard of 1,000 employees. USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this notice. Any sources that believe they are capable of providing these services must respond in writing with supporting evidence by July 6, 2024.

Notice of Intent to Sole Source
The United States Army Medical Research Acquisition Activity (USAMRAA), on behalf of the United States Air Force (USAF) 59th Medical Wing, Science and Technology Office is issuing this notice of intent to award a new contract on a sole source basis. This is not a request for proposals. This notice does not represent a commitment by the Government to pay for costs incurred from the preparation and/or submission of data in response to this notice.
The Government intends to negotiate on a sole source basis in accordance with FAR 6.302-1(a)(2)(i)(A), “demonstrates a unique and innovative concept, or, demonstrates a unique capability of the source to provide the particular research services proposed,” a contract with the Foundation for Advancing Veterans’ Healthcare Research (FAVHR) for a research and development requirement. The FAVHR submitted an unsolicited research and development proposal to the USAF 59th Medical Wing, Science and Technology Office. This research study is titled ‘‘Impact of extremes of temperature on sex-specific differences in biological aging that predict immunologic and physical fitness.”
The main research objectives are summarized as follows:
· Evaluate the effects of chronic heat stress (CHS) on accelerated biological aging (ABA) and immunologic resilience (IR) outcomes.
· Evaluate the contributions of pre-CHS IR status on IR and ABA outcomes following CHS intervention.
· Evaluate whether after the CHS intervention reversal of IR deficits and ABA are faster in participants with higher baseline IR status.
· Evaluate sexual dimorphism of findings in objectives #1-3.
This contract will be issued on a sole source basis as the Government’s market research indicates that the FAVHR is the only source available for performing this unique requirement, as presented within their unsolicited research proposal. The North American Industry Classification System (NAICS) code for this requirement is 541715 (Research and Development in the Physical, Engineering and Life Science with a Size Standard of 1,000 employees).
This announcement fulfills the synopsis requirements under FAR 5.102(a)(3) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. Any sources that believe they are eligible and capable of providing these services must respond in writing. Responses must be supported with clear and convincing evidence articulating the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purposes of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the contract will be awarded without further remark.
