About this file

This document is a Notice of Intent to Sole Source (HT9425-24-NOI-LBA-01) issued by the United States Army Medical Research Acquisition Activity (USAMRAA) on behalf of the United States Air Force (USAF) 59th Medical Wing. The Government intends to award a sole source contract to Wake Forest University Health Sciences (WFUHS) for the "Development of a thermoresponsive, bioadhesive topical gel for prevention of combat-related extremity wound infections." The research aims to develop an antibiotic gel that can be applied topically to open combat wounds during hospitalization to prevent infection. The NAICS code for this requirement is 541715 - Research and Development in the Physical, Engineering, and Life Sciences. WFUHS is the only source capable of providing the required services, as the research protocol was jointly designed with 59 MDW and award to any other source would change the research design, resulting in time delays and additional costs. Responses from other potential sources must be submitted within 15 days of this notice to be considered for a competitive procurement.

Notice of Intent to Sole Source (HT9425-24-NOI-LBA-01)

The United States Army Medical Research Acquisition Activity (USAMRAA), on behalf of The United States Air Force (USAF) 59th Medical Wing is issuing this notice of intent to award a new contract on a sole source basis. This is not a request for proposals. This notice does not represent a commitment by the Government to pay for costs incurred from the preparation and/or submission of data in response to this notice.

The Government intends to award a sole source contract to Wake Forest University Health Sciences (WFUHS). This contract is for the Advancement of Military Medicine for a research and development requirement. The research study is titled “Development of a thermoresponsive, bioadhesive topical gel for prevention of combat-related extremity wound infections.” Military personnel who experience traumatic combat wounds and require hospitalization for medical management are at high risk of developing combat-related extremity wound infections (CEWI).

The aims of this study are to develop a novel thermoresponsive, bioadhesive, antibiotic gel that can be applied by topical spray directly to open combat-related wounds during hospitalization to prevent infection. CEWIs are often caused by antibiotic resistant bacteria, including Acinetobacter baumanii and Methicillin-resistant Staphylococcus aureus (MRSA). The choice of omadacycline and polymixin B to include in the gel is specifically to target such pathogens.

Because of their unique pharmaceutical and antibiofilm properties, attempt will be made to utilize poloxamer vehicles in the gel. Lastly, this study aims to evaluate effects of the antibiotic gel to prevent infection in a modified animal model of wound infection. WFUHS is the only source that can provide the required services, as it is a collaboration between 59MDW/ST and Wake Forest University. The research protocol was designed jointly with Wake Forest scientists and members of 59 MDW and award to any other source would change the research design of this proposal, resulting in time delays and additional costs to the Government. Therefore, in order to maintain integrity of the data, product development and testing, and loss of time and costs, the contract must be awarded to WFUHS.

This contract will be issued on a sole source basis. The North American Industry Classification System (NAICS) code for this requirement is 541715 – Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). Any sources that believe they are eligible and capable of providing this product must respond in writing. Responses must be supported with clear and convincing evidence articulating the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purposes of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the modification will be awarded without further remark.

This notice is provided solely as information to the marketplace.
