About this file

This document is an Attachment 1 - Vendor Submission Template as part of a Request for Information (RFI) for a Blast Overpressure Sensor System. The RFI is seeking information on industry capabilities to measure, record, transmit, and analyze soldier blast overpressure events. The attachment provides a template for vendors to submit information on the technical capabilities of their proposed solution, including system description, pressure range, sensor accuracy, time synchronization, recording duration, reset rate, memory, ruggedization, operational suitability, data transmission, maintenance, power/battery life, and security. Vendors are asked to provide a rough order of magnitude price for the solution, with potential cost variations based on quantity. The overall objective of the RFI is to inform a future solicitation by the Defense Health Agency for a blast overpressure sensor system that can reliably collect and transmit data in a variety of operational environments while minimizing impact on the warfighter.

Section 2 is limited to six (6) pages System Function Table

Number
System Function
System Functional Description
1
System Description
Describe the sensor system that is capable of capturing, logging, and transmitting incident or reflective blast overpressure data. Include the amount of sensor devices required, consumable/disposable components, system weight and volume, methods of notification for system status change (e.g. low battery, signal loss), and other physical characteristics of the device(s). If appropriate, provide images of the system architecture/wiregram.

Include the perceived Technology Readiness Level (TRL) of the system and identify any performance targets or planned development goals for the sensor system.

2
Pressure Range
Define the pressure range, in pounds per square inch (psi), that the sensor system is capable of capturing and interpreting. Measurements must include the peak pressure, duration, and impulse.
3
Sensor Accuracy
Describe the peak pressure margin of error (%) and variability from standard reference gauge measurements that the sensor system is capable of capturing.
4
Sensor Time Synchronization
Report the capability of the system to measure time of blast overpressure impact. Define accuracy of time logging in milliseconds (ms) and noted clock drift if present.
5
Recording Duration
Define duration of event recording time when sensor system is triggered by blast impact as well as sampling rate in kilohertz (kHz) of the sampling rate.
6
Reset Rate
Identify the sensor system reset time between sequential events.
7
Memory
Describe the memory storage capacity of the system and how it translates to the number of events that the sensor system can capture, retain, and transmit.
8
Ruggedization
Describe any environmental testing performed (and results thereof) to evaluate system ruggedization and ability to endure non-laboratory environments. Examples include but are not limited to high and low temperature testing, long-term storage, moisture resistance, and impact testing. (I.E. MIL-STD-810H certification)

If no environmental evaluations have been performed, estimate the capability of the system to endure environmental conditions based on materials and system design.

9
Operational Suitability
Describe how the system may be configured for mounting or wearing without impacting the ability of the system to capture blast data.

Identify any other design considerations of the system such as infrared (IR) signatures, visibility reduction, or other operationally relevant factors.

10
Data Transmission
Describe the method of data reading from the sensor system, including any required external devices and/or communication protocols.

Identify any security measures, protocols, or certificates obtained for the sensor system (e.g. Authority to Operate).

11
Maintenance and Calibration
Identify any maintenance and calibration needs for the sensor system. If either periodic maintenance or calibration is required, identify the process, training, and tools required.
12
Power/Battery Life
Define the system battery duration and recharge rate from 0-100% under normal operational conditions. Identify any assumptions such as temperature ranges, engagement of “sleep” modes, or data events captured per charge. Provide an estimate for the frequency of battery replacement.
13
Security and Emissions
Identify any measures taken to minimize wireless emissions, guarantee transmission security, and guarantee cybersecurity assurance for on-board or interfacing software.

Section 3

Section 3 is limited to two (2) pages Section 3 of the white paper shall provide an estimated rough order of magnitude price for the Blast Overpressure Solution This general rough order of magnitude is not contractually binding and serves solely for market research purposes within the Government. If components are costed separately, provide the cost breakdown for the individual components. Please include cost variations that include thresholds for cost savings (e.g, if procuring 1000 devices the price drops from $500 to $300). Should the Government deem it appropriate, an official request for proposal will be issued at a later date and time.
