About this file

This is a Notice of Intent to Sole Source for a firm-fixed-price purchase order issued by the Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – San Diego (HCD-SD).

The Government intends to award a sole-source contract to Illuminoss Medical, INC (UEI: FR6ZJAWKBL68, CAGE: 62L88) located at 933 Waterman Ave, East Providence, RI 02914 for the IllumiNOSS Photodynamic Bone Stabilization System to support Madigan Army Medical Center, WA. The requirement is classified under NAICS code 339112 (Surgical and Medical Instruments Manufacturing) with a small business size standard of 1000 employees and PSC 6515 (Surgical and Medical Instruments and Supply). The Department of Orthopedic Surgery requires immediate procurement of the reamable IllumiNOSS photodynamic acrylic polymer system to treat an emergency procedure scheduled for October 20, 2026. The acquisition provides necessary structural backstop support while allowing intraoperative reaming and anatomic shell seating to prevent impending pelvic fractures and restore joint biomechanics. Because these are proprietary components distributed exclusively by the original equipment manufacturer, the Government determined no reasonable expectation exists for quotes from two or more small businesses, justifying sole-source procurement under Other Than Full and Open Competition authority. Delivery is required by October 19, 2026 at Madigan Army Medical Center, 9040 Fitzsimmons Drive, Tacoma, WA 98431.

This notice is not a request for competitive proposals. Sources interested in challenging the basis of this requirement must submit capability statements not exceeding six pages (8.5" x 11" format, minimum 10-point font) including management, technical, and cost data with supporting evidence demonstrating capability to provide the required equipment and preventive maintenance. Submissions must be emailed as Microsoft Word or Adobe PDF attachments to Joshua Thompson (joshua.t.thompson.ctr@health.mil) or Tracy Robinson (tracy.m.robinson18.civ@health.mil). The closing date for challenges is no later than 10:00 AM Pacific Daylight Time on Friday, October 16, 2026. Telephone requests or offers will not be accepted.

Illuminoss Medical, INC 933 Waterman Ave East Providence, RI 02914

UEI: FR6ZJAWKBL68

The Department of Orthopedic Surgery requests to procure the IllumiNOSS Photodynamic Bone Stabilization System in order to treat an emergency procedure on 20 October 2026. Because these are proprietary components distributed exclusively by the OEM, there is no reasonable expectation of receiving quotes from two (2) or more small businesses. Accordingly, the proposed acquisition strategy is to execute this procurement on a sole-source basis under the authority of Other Than Full and Open Competition.
