About this file
This is a Justification and Approval (J&A) document for a sole-source contract award under the Revolutionary FAR Overhaul (RFO) Parts 6 and 12.
The Defense Health Agency (DHA), through its Healthcare Contracting Division (HCD-West), is awarding a sole-source, single-award Indefinite Delivery Indefinite Quantity (IDIQ) Firm-Fixed Price contract to Mission First Solutions LLC (UEI: EZT2R1JWJ7G5, CAGE: 7UJ70) on behalf of Madigan Army Medical Center (MAMC). The contract requires software support, updates, and expansion modules for the government's perpetual license of Data Innovations LLC's Instrument Manager software—a clinical laboratory middleware program that connects testing instruments to Electronic Medical Records and Laboratory Information Systems. The contractor will provide recurring system software updates, access to a database of software drivers for laboratory analyzer compatibility, and telephonic support. Additionally, the contract includes perpetual (one-time) software module licenses for the Instrument Manager Testing Environment, which enables new analyzers to perform validation studies and connectivity to credentialing bodies in a controlled software environment. The contractor will also provide installation support, initial setup services, and training courses for the MAMC Pathology Department. The 5-year ordering period runs from October 1, 2026, through September 30, 2031, with an estimated total contract value shown in redacted form. Mission First Solutions LLC is justified as the sole source because it is the only authorized distributor of Data Innovations LLC's Instrument Manager software to the Department of Defense, and Data Innovations LLC exclusively owns and controls all development, distribution, and support of the software. Market research conducted through a sources sought notice posted July 22-29, 2026, yielded three responses, none of which identified alternative technical or legal ownership capabilities to satisfy the requirement.

Justification and Approval (J&A) for Other than Full and Open Competition
Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Parts 6 and 12 Implemented by Class Deviation 2026-O0017, Revision 1
1. Identification of the Agency and Contracting Activity: Defense Health Agency (DHA), DHA Contracting Activity (DHACA), Healthcare Contracting Division (HCD) - West) on behalf of DHA to meet the requirements of Madigan Army Medical Center (MAMC) (RFO FAR 6.104- 1(a)(1)).
2. Nature and/or Description of Action being Approved: The requirement being approved is a new sole-source single-award Indefinite Delivery Indefinite Quantity (IDIQ) Firm-Fixed Price (FFP) Contract (RFO FAR 6.104-1(a)(2)).
3. Description of Supplies/Services and Estimated Value: The government requires a sole source contract award to Mission First Solutions LLC, UEI: EZT2R1JWJ7G5, CAGE: 7UJ70, 18304 Cabin RD, Triangle, Virgina 22172. This sole source contract shall provide software support, updates and expansion modules for the government owned perpetual license of Data Innovations LLC, the Original Equipment Manufacturer (OEM), Instrument Manager software under license number . The Data Innovations LLC’s Instrument Manager software is a clinical laboratory middleware program that connects testing instruments (Analyzers) to Electronic Medical Records and Laboratory Information Systems (Genesis). It features automated test verification and specimen management tools to improve lab efficiency. Instrument Manager software automates transmission of test orders, specimen data, quality control information, and finalized results eliminating manual data entry and reducing the risk of transcription and reporting errors. Madigan Army Medical Center (MAMC) currently uses the Instrument Manager Production software program in the Pathology Department under its perpetual license.
The software support shall provide the government reoccurring system software updates, access to database of software drivers (compatibility for laboratory analyzers) and allows for telephonic software support.
The government is requiring perpetual (one-time buy) software module licenses for the Instrument Manager Testing Environment which expands the capabilities of the base Instrument Manager software already licensed. Specifically, the Testing Environment allows new analyzers the ability to perform validation studies, connectivity to the credentialing body for the MAMC Pathology Department, and allows for this to occur in a controlled software atmosphere.
