About this file
This is a Standard Form 30 Amendment of Solicitation/Modification of Contract dated July 23, 2026, issued by the Defense Health Agency for contract HT941026QE025, Amendment 0001.
The contract covers inspection, testing, and certification services for fume hoods, biosafety cabinets, and cleanrooms at Bassett Army Community Hospital and related facilities in Fort Wainwright, Fort Greely, and Joint Base Elmendorf-Richardson, Alaska. The amendment updates the Performance Work Statement (PWS) by removing sections 3.7.1 (AT Level I Training) and 3.7.3 (iWATCH/Suspicious Activity Reporting Training) from OPSEC requirements and responds to three contractor questions. Key clarifications provided include: (1) PWS section 3.7 applies to field service technicians performing on-site work; (2) quantities in the RFP represent the number of tests required per equipment for each period; and (3) detailed specifications for the Sterile Compounding Room testing, including room dimensions, HEPA filter counts across three chambers (Ante Room: 115 sq ft with 2 filters; Non-hazard 797 Room: 59 sq ft with 1 filter; Hazard USP 800 Room: 63 sq ft with 1 filter), non-viable particle count requirements (ISO class 7: 352,000 particles per cubic meter for all rooms), and viable air and surface sampling requirements (4 air locations and 7 surface locations per semi-annual visit). The response due date was extended from August 6, 2026 to August 7, 2026, with Hawaii-Aleutian Standard Time (UTC -10) specified. Appendix A lists nine pieces of equipment across multiple installations including Labconco and Nuaire biosafety cabinets, Germfree glove boxes, and Air Science fume hoods, with cost columns for base period and four option periods. The contract requires OEM-certified technicians, CETA-certified technicians for cleanroom testing, and compliance with USP 797/800, NSF/ANSI 49, OSHA, and Joint Commission standards.
