About this file

This is a Limited Sources Justification (LSJ) document for a brand-name, firm fixed price, single award delivery order under the NASA Solutions for Enterprise-Wide Procurement (SEWP) contract vehicle, specifically Groups B, C, and D, with a total estimated value of $605,387.40.

The Defense Health Agency's Healthcare Contracting Division – West is executing this justification on behalf of Madigan Army Medical Center (MAMC) at Joint Base Lewis-McChord, Washington. The requirement is to procure Vocera Communications (a Stryker Corporation subsidiary) communication devices, accessories, and replacement components, including 600 V5000 Smartbadges (part number 220-02100), 600 units of 2-Year Extended Warranty (part number 920-05002), 1,200 batteries (part number 230-02150), 80 8-bay universal chargers (part number 230-02158), 45 10W universal chargers (part number 230-01930), 10 25-pack lanyards (part number 230-02152), and 30 25-pack grip clips (part number 230-02155). The justification cites GSAR 538.7104 (4)(a) authority for items peculiar to one manufacturer, emphasizing technical compatibility with MAMC's existing proprietary Vocera Platform Server infrastructure, mission criticality for patient safety and emergency response, lifecycle replacement of legacy B3000 badges ahead of a February 2027 software incompatibility deadline, security compliance with WPA2-PSK and FIPS 140-2 standards, and the OEM's trade-in program offsetting procurement costs. Market research conducted in July 2026 identified multiple vendors distributing brand-name Vocera devices through NASA SEWP and noted two or more Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) capable of fulfilling the requirement, with a recommendation to compete this as a brand-name set-aside on NASA SEWP to maximize small-business participation. The previous procurement was a sole-source award to Government and Procurement LLC (SDVOSB) on September 22, 2022, under contract W9114F22P0081 for $1,295,076.00.

a. Technical Compatibility and Interoperability MAMC currently utilizes the proprietary Vocera Platform Server (running on enterprise server environments) and its associated clinical communications software. The requested V5000 Smartbadges are the only devices engineered to seamlessly connect to and authenticate with this specific, pre-existing proprietary network via 802.11 Wi-Fi. Introducing a non-Vocera device would fail to integrate with the established Vocera Platform Server, breaking critical communication pathways.

b. Mission Criticality and Patient Safety The continuous operation of these devices directly supports the delivery of healthcare to Defense Health Agency (DHA) beneficiaries, including Wounded Warriors, active duty personnel, reserves, retirees, and their dependents. The Vocera ecosystem provides life-saving functionalities, including:

i. Integrating directly with hospital security and nurse call systems.

ii. Pushing automated alarms from patient devices directly to staff.

iii. Facilitating immediate "team calls" to broadcast emergencies to rapid response teams.

iv. Enabling immediate-access panic buttons for staff safety.

Any disruption in this ecosystem—such as attempting to patch in incompatible third-party badges—would cause unacceptable risks to patient safety and emergency response times.

c. Lifecycle Constraints and Obsolescence This procurement is a necessary lifecycle replacement. MAMC currently relies on legacy Vocera B3000 badges. These legacy badges are not only reaching their hardware end-of-life, but they will also become completely incompatible with the mandatory, approved version of the MAMC software system as of February 2027. Procuring the brand-name V5000 badges ensures compliance with this impending software upgrade.

d. Financial and Operational Impact (Duplication of Cost) Procuring an alternate brand of communication badges would require MAMC to abandon its current multi-million-dollar investment in the Vocera software, servers, and infrastructure. It would require tearing out the existing nurse-call integrations and purchasing an entirely new hospital-wide communications network, resulting in a substantial duplication of cost to the Government that could not be recovered through competition. Furthermore, the OEM (Vocera/Stryker) is providing a direct trade-in program for 600 legacy B3000 badges, which offsets the total procurement cost. An alternate vendor cannot offer trade-in credit for proprietary Vocera hardware.

e. Security Compliance The Vocera V5000 devices natively support the enterprise-grade security protocols already configured at MAMC, including WPA2-PSK and FIPS 140-2 compliance for data protection.

Maintaining the brand-name hardware ensures there are no gaps in the facility's Risk Management Framework (RMF) or cybersecurity posture.

f. Mission Impact Based on the proprietary nature of the existing MAMC communications infrastructure, the February 2027 software deadline, and the critical life-safety functions these devices perform, only brand-name Vocera Communications (Stryker Corporation) V5000 badges and OEM accessories can fulfill the Government's requirement. Failing to procure brand-name Vocera components would introduce severe interoperability challenges and disrupt clinical operations.

Any delay in this procurement will cause critical communication breakdowns, directly delaying patient care, impeding emergency response times, and compromising patient safety.

Furthermore, utilizing non-OEM hardware will degrade Military Treatment Facility (MTF) operational readiness, as third-party devices cannot integrate with MAMC's existing active-duty and beneficiary healthcare systems

6. Market Research: In July 2026, technical experts completed market research for brand-name Vocera Communications (a subsidiary of Stryker Corporation) communication devices, accessories, and replacement components. This requirement—which includes V5000 Smart Badges, batteries, warranties, 8-bay chargers, 10W universal chargers, 25-pack lanyards, and 25-pack grip clips—is necessary to integrate with existing infrastructure and software at Madigan Army Medical Center (MAMC). The research process included thorough searches of all mandatory Government sources (including AbilityOne, UNICOR, and ECAT) as well as federal vendor databases (SAM.gov, SBA DSBS, NASA SEWP, and GSA Advantage). Additionally, market research evaluated commercial off-the-shelf (COTS) alternatives and included consultations with other DoD facilities. The results of the market research indicated that multiple vendors distribute the required brand-name Vocera devices and accessories. Specifically, a query of NASA SEWP (Groups B, C, and D) identified two or more Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) capable of fulfilling the requirement. Accordingly, it is recommended that this requirement be competed as a brand-name set-aside on the NASA SEWP vehicle to maximize small-business participation while meeting technical integration needs.

7. Other Facts: None.

a. Procurement History:

(1) Is this a new requirement? No. It is a follow-on to W9114F22P0081

(2) If 7.a.(1) is No, was the action just prior to this one competed? No Department of the Army MRCO Europe awarded contract W9114F22P0081 on September 22, 2022 for $1,295,076.00 to Government and Procurement LLC (UEI: E3W3M92ASRQ5) a SDVOSB as a Sole Source.

(3) If 7.a.(2) is Yes, what has changed where this action cannot be competed?

b. Additional Information: None

8. Actions to Remove or Overcome any Barrier to Competition: Despite continuous market research and notices to Contract Opportunities, the Government is currently unaware of any other similarly situated company capable of meeting these unique requirements. If other sources become known to the Government for future procurements, competitive procurement will be considered.
