About this file
This is a Justification and Approval (J&A) document for a sole source acquisition of commercial items by the Defense Health Agency Contracting Activity (DHACA). The contract is for Newborn Screening Services with the State of Alaska Department of Health, serving the 673rd Medical Group at Joint Base Elmendorf-Richardson. The firm-fixed-price purchase order has a total estimated value of $571,500.00, covering a base year and four option years from December 2025 to November 2030, funded through Operations and Maintenance (O&M) funds.
The sole source justification is based on Alaska state statute, which mandates that newborn screening services can only be performed by the Alaska Newborn Screening Program under the Alaska Department of Health. No other laboratory or entity is authorized to conduct this testing for infants born in Alaska. Market research was conducted in September 2025, including a Notice of Intent to Sole Source posted on SAM.gov, which yielded no alternative vendors. The Contracting Officer determined the pricing to be fair and reasonable through comparisons with historical contract pricing and an independent government estimate.
