About this file
This is a Notice of Intent to Sole Source a federal supply contract. The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division–West, intends to award a firm-fixed-price purchase order to Veteran's Healthcare Supply Solutions for two (2) GSI TympStar PRO Basic clinical middle-ear analyzers to support the Otolaryngology/Audiology Department at Naval Medical Center San Diego. The TympStar Pro is a specialized tympanometer used to evaluate neural integrity, reflex pathways, and Eustachian-tube function, performing tympanometry, reflex threshold, and reflex decay testing with automated sequences. The acquisition is being conducted as a sole-source award under FAR 12.102(a) and RFO 19.106-3(a)(1) because Veteran's Healthcare Supply Solutions is the only Service-Disabled Veteran-Owned Small Business (SDVOSB) capable of providing the required equipment, and market research confirmed no reasonable expectation of receiving offers from two or more SDVOSB concerns. The NAICS code is 339112 (Surgical and Medical Instrument Manufacturing) with a small business size standard of 1,250 employees, and the PSC is 6515 (Medical and Surgical Instruments, Equipment, and Supplies).
Interested vendors may challenge the basis of this sole-source award by submitting capability statements not exceeding four pages (8.5" x 11" format, minimum 10-point font) that include management, technical, and cost data demonstrating capability to provide the equipment and preventive maintenance. Capability statements must be emailed as Microsoft Word or Adobe PDF attachments to Cha-on Gordon (cha-on.p.gordon2.civ@health.mil) or Jennifer E. Collins (jennifer.e.collins23.ctr@health.mil) by the closing date of 1000 Pacific Daylight Time, Thursday, September 24, 2026. Delivery is required within 90 days after receipt of order to the Otolaryngology/Audiology Department at Naval Medical Center San Diego, 34800 Bob Wilson Drive, San Diego, California 92134-1098. The Government reserves the right to determine whether to conduct a competitive procurement or proceed with the sole-source purchase order based on responses received. Telephone requests and offers will not be honored.

Notice of Intent to Sole Source HT941026N0124
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT
AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W), intends to award a firm-fixed-price purchase order for GSI TympStar PRO Basic clinical middle-ear analyzer. This procurement supports the operational requirements of the Otolaryngology/Audiology Department at Naval Medical Center San Diego (NMCSD) and is conducted in accordance with Federal Acquisition Regulation (FAR) 12.102(a) under the Revolutionary FAR Overhaul (RFO) for the acquisition of commercial products and services.

The North American Industry Classification System (NAICS) code for this requirement is 339112 - Surgical and Medical Instrument Manufacturing, which has an associated small business size standard of 1,250 number of employees. The corresponding Product Service Code (PSC) is 6515 - Medical and Surgical Instruments, Equipment, and Supplies.
The objective of this sole source award is to procure qty 2 TympStar Pro Basic clinical middle-ear analyzers from Veteran’s Healthcare Supply Solutions for NMCSD. These supplies are required to support the operational needs of the Otolaryngology/Audiology Department at NMCSD. The TympStar Pro is a tympanometer that is highly specialized and used to evaluate neural integrity, reflex pathways, and Eustachian-tube function. TympStar Pro saves time and improves consistency in testing with user defined auto sequence testing by performing tympanometry, reflex threshold, and reflex decay testing with a single button press. It defines patient or user specific test protocols that will adjust settings for immediate testing, as required for the Audiology Department. Procurement of this system will ensure seamless continuity of care and efficient patient audiology testing. Market research, including a review of historical acquisition data and industry publications, confirmed that this must be a sole-source award.
Results confirmed that Veterans Health Supply Solutions (VHSS) can provide the required TympStar Pro clinical middle-ear analyzer; and VHSS is a small business under NAICS code 339112 and is the only SDVOSB that can provide the TympStar Pro. This acquisition of commercial products and services is being executed on a sole-source basis in accordance with Federal Acquisition Regulation (FAR) 12.102(a) and RFO 19.106-3(a)(1), as the contracting officer does not have a reasonable expectation that offers will be received from two or more Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns.
