Notice of Intent to Sole Source

- HT941026N0123

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division–West (HCD-W), intends to negotiate and award a firm-fixed-price service contract to Genomic Health, Inc., an Exact Sciences company, for Oncotype DX Cancer Testing Services in support of Mike O’Callaghan Military Medical Center (MOMMC), Nellis Air Force Base, Nevada.

The intended source:

GENOMIC HEALTH, INC.

301 PENOBSCOT DRIVE

REDWOOD CITY, CA 94063-4700

The North American Industry Classification System (NAICS) code for this requirement is 621511 (Medical Laboratories); the business size standard is $41.5 million. The Product Service Code (PSC) is Q301 (Medical Laboratory Testing).

The requirement is for Oncotype DX branded cancer-testing services for eligible patients receiving care at MOMMC. The contractor shall provide materials necessary for specimen submission, perform Oncotype DX testing at the contractor’s facility, provide written test results and interpretation, and return tissue tumor blocks or unstained slides in accordance with the final Statement of Work.

The anticipated period of performance is a 12-month base period from 16 September 2026 through 15 September 2027, with four subsequent 12-month option periods and a potential six-month extension.

Based on market research, the Government has identified Genomic Health, Inc. as the intended source for the required Oncotype DX branded testing service. The Government requires the specific Oncotype DX genomic tumor test and associated report, rather than genomic tumor-testing services generally.

This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required Oncotype DX branded testing service.

Capability statements shall demonstrate the respondent’s ability to provide the required branded testing service, including the ability to perform the required testing, provide written test results and interpretation, provide required specimen-submission materials, and return tissue tumor blocks or unstained slides as required by the Government.

Capability statements shall not exceed six (6) pages, using 8.5 x 11-inch paper and a font size no smaller than 10-point. All capability statements received by the closing date and time of this notice will be considered by the Government.

A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole-source award.

If a vendor challenges the basis of this requirement, please email capability statements as a Microsoft Word or Adobe PDF attachment to Dominic Gonzales at dominic.n.gonzales.civ@health.mil. The closing date for capability statements is no later than 10:00 a.m. Pacific Daylight Time on 11 September 2026.

NO TELEPHONE REQUESTS/OFFERS WILL BE HONORED.
