About this file
This is a Justification and Approval (J&A) document for a sole source acquisition of commercial items under FAR Subpart 13.5 simplified acquisition procedures.
The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division - West, is executing a fixed-price purchase order service contract on behalf of the 673rd Medical Group at Joint Base Elmendorf-Richardson, Alaska, to procure Statstrip Annual License Services exclusively from Abbott Rapid Diagnostics Informatics, Inc. The service provides web-based data management software (Abbott RALS Web3) required to remotely manage approximately 20 glucometers and 5 Abbott i-STAT analyzers across nine clinics including the Emergency Department, ICU, Labor and Delivery, and Fire Departments. The software enables centralized management of patient test results, quality control data, function checks, and staff competency assessments in compliance with accreditation standards. The contract is structured as a firm-fixed-price arrangement funded through Operations and Maintenance (O&M) dollars, with a base year of September 28, 2026 through September 27, 2027, followed by four one-year option periods extending through September 27, 2031. Market research conducted in August 2026 confirmed that Abbott Rapid Diagnostics Informatics, Inc. is the sole provider capable of delivering these specific services due to the unique middleware compatibility requirements with the Government's existing analyzers and laboratory information systems. A Notice of Intent to Sole Source was posted to SAM.gov on September 2, 2026, with no competing vendors identified. Fair and reasonable pricing will be determined through comparison with historical pricing data from similar previous procurements and the independent Government estimate.

3. Description of Supplies/Services:
The 673rd Medical Group, Joint Base Elmendorf-Richardson is requesting Statstrip Annual License Services.
The objective of this sole source award is to establish a Purchase Order for a service contract for:
The Medical Group’s Point of Care Testing Program requires the capability to remotely manage approximately 20 glucometers and 5 Abbott i-STATs stationed around the facility utilizing one data management software system. A web-based open connectivity system that is capable of managing all results, operators, locations, and competency assessments would ensure this organization stays in compliance with accreditation standards. Abbott RALS Web3 provides full data management of patient test results as well as quality control data, function checks, and hospital staff access. Without this software, the 673rd MDG's Point of Care Testing Program will not have the capability of utilizing the only FDA-cleared glucometer for critically ill patients.
Approximately nine clinics including the Emergency Department, Fire Departments, Labor and Delivery, ICU, and MSU utilize glucometers to treat patients at the bedside.

4. Statutory Authority Cited permitting other than full and open competition:
This acquisition of commercial items is conducted pursuant to FAR Subpart 13.5 in accordance with 41 U.S.C. 1901 Simplified Acquisition Procedures.
5. Rationale Justifying Use of the Statutory Authority Cited:
This sole source justification is prepared using the format at FAR 6.303-2, modified to reflect the procedures in FAR Subpart 13.5 in accordance with 41 U.S.C. 1901. Based on market research and previous acquisition history, it has been determined that the only vendor capable of meeting the Government’s requirements, TigerConnect, Inc., is the only provider of the Statstrip Annual License Services.
6. Efforts to Obtain Competition:
A Notice of Intent to Sole Source will be posted to SAM.gov to ensure there are no other capable vendors. The product is owned by Abbott Rapid Diagnostics Informatics, Inc, the same company that provides the instruments we utilize in-house. Functioning as a middle-ware system, it facilitates the seamless transmission of results from the analyzers to a dedicated software platform, which subsequently transmits data to the LIS. Given the specific compatibility requirements of our analyzers, there are no alternative systems capable of fulfilling the exact functionalities required. Notably this system stands as the sole solution with the capacity to effectively manage all devices, encompassing patient results, operator data, reagent tracking and comprehensive reporting within a unified framework. If new vendors are found during this posting, the specialist will change acquisition strategy to competition.
7. Determination that Anticipated Cost to the Government will be Fair and Reasonable:
In accordance with the basis for award procedures at FAR 13.106-3, the Contracting Officer will utilize a comparison of the proposed price with prices found reasonable on previous purchases and a comparison of the price to the independent Government estimate provided by the requiring activity to determine the vendor's quoted price fair and reasonable. Additionally, the Government has historical pricing information from similar contracts that provided similar services. The cumulative data available to the Contracting Officer provides for the ability to determine a fair and reasonable price in accordance with FAR 13.106-3(a)(2)
8. Market Research:
Market research was conducted by technical experts in August 2026. This research consisted of reviews of similar previous procurements and reviewing mandatory sources.
