This is a Notice of Intent to Sole Source (NITS) for a firm-fixed price five-year Blanket Purchase Agreement (BPA). The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division - West (HCDW), Echo Branch intends to award a sole-source contract to Sirtex Medical, Inc. (UEI: CWH2GM13A2V6, CAGE: 45EE6) located at 300 Unicorn Park DR FL 2, Woburn, Massachusetts, 01801-3363, for SIR-Spheres (Yttrium-90 Micro Resin Spheres) and accessories to support the Department of Radiology at Madigan Army Medical Center (MAMC), Washington. The NAICS code is 325412 (Pharmaceutical Preparation Manufacturing) with a business size standard of 1,300 employees, and the Product Service Code is 3650 (chemical and pharmaceutical products manufacturing machinery). The delivery period runs from October 1, 2026, to September 30, 2031, with delivery at MAMC, Building 9040A Jackson Avenue, Joint Base Lewis McChord, WA 98431.
The sole-source justification is based on market research and historical acquisition data confirming that Sirtex Medical, Inc. is the sole manufacturer, distributor, and commercial license holder of SIR-Spheres Y-90 Resin Microspheres with exclusive rights and no third-party vendors available. The product is FDA-approved and essential for treating unresectable liver cancer and colorectal cancer metastasized to the liver at MAMC. Vendors challenging this sole-source determination must submit capability statements (not to exceed four pages, 8.5" x 11" format, 10-point font minimum) including management, technical, and cost data by 1000 Pacific Daylight Time, Tuesday, September 8, 2026. Notice of Intent to Sole Source
HT941026N0110
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER
CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division - West (HCD- W), Echo Branch intends to negotiate and award a firm-fixed price five year Blanket Purchase Agreement (BPA) to supply Sirtex Medical, Inc.., for SIR-Spheres (Yttium-90 Micro Resin Spheres) and accessories for Madigan Army Medical Center, WA, in accordance with Federal Acquisition Regulation (FAR) 12.102(b), restricting competition, only one source being available to meet the Government’s needs to:
Sirtex Medical, Inc.
300 Unicorn Park DR FL 2, Woburn, Massachusetts, 01801-3363
UEI: CWH2GM13A2V6
CAGE: 45EE6
The North American Industry Classification System (NAICS) code for this requirement is 325412 - Pharmaceutical Preparation Manufacturing; the business size standard is 1,3000 (# of employees). The Product Service Code (PSC) is 3650, chemical and pharmaceutical products manufacturing machinery.
The objective of this procurement is to execute a sole-source, five-year Blanket Purchase Agreement (BPA) with Sirtex Medical, Inc. for SIR-Spheres (Yttrium-90 Micro Resin Spheres) to support the operational needs of the Department of Radiology at Madigan Army Medical Center (MAMC), Washington. This FDA-approved treatment is essential for several clinical applications at MAMC, primarily for patients whose primary colorectal (bowel) cancer has metastasized to the liver and cannot be surgically removed, as well as for primary, unresectable liver cancer to control solitary tumors. It is also utilized as a bridge to transplant or surgery by controlling or "downstaging" tumor growth, and is the current treatment used for patients at MAMC with this stage of liver cancer. During the procedure, microscopic resin beads containing radioactive Yttrium-90 (Y-90) are selectively delivered via a catheter into the hepatic artery, lodging in the tumor’s blood vessels to provide localized, high-dose radiation that spares surrounding healthy liver tissue. Market research, including a review of historical acquisition data and industry publications, confirmed that this must be a sole-source award because Sirtex Medical, Inc. is the sole manufacturer, distributor, and commercial license holder of SIR-Spheres Y-90 Resin Microspheres and does not utilize third-party vendors. An analysis using NAICS code 325412 (Pharmaceutical Preparation Manufacturing) confirmed that no small business distributors are capable of fulfilling this requirement due to the exclusive rights held by Sirtex Medical, Inc.
Delivery Period: 1 October 2026 to 30 September 2031
Delivery Location: Madigan Army Medical Center, Bldg. 9040A Jackson Ave., Joint Base Lewis McChord, WA 98431
