Notice of Intent to Sole Source HT941026N0096

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT

AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W), intends to award a firm-fixed-price 5 Year Blanket Purchase Agreement for Boston Scientific Corp. Y-90 glass Theraspheres. This procurement supports the operational requirements of the Tripler Army Medical Center Department of Radiology and is conducted in accordance with Federal Acquisition Regulation (FAR) 12.102(a) under the Revolutionary FAR Overhaul (RFO) for the acquisition of commercial products and services.

Boston Scientific Corp.

300 Boston Scientific WAY Marlborough, Massachusetts 01752, United States

UEI: YWDHHW3DLNQ1

CAGE: 1FKE6

The North American Industry Classification System (NAICS) code for this requirement is 325412 - pharmaceutical preparation manufacturing, which has an associated small business size standard of 1,300 number of employees. The corresponding Product Service Code (PSC) is 6505 - drugs and biologicals.

The objective of this procurement is to execute a sole-source purchase order, with a base year and four option years, for Boston Scientific Corp. Y-90 Glass TheraSpheres. These supplies are required to support the operational needs of the Department of Radiology at Tripler Army Medical Center (TAMC). The Y-90 TheraSpheres are radioactive glass microspheres used in a targeted radiation therapy to treat hepatocellular carcinoma (HCC), a type of liver cancer. This FDA-approved treatment is essential for several clinical applications at TAMC. It is used for primary, unresectable liver cancer to control solitary tumors; as a bridge to transplant or surgery by controlling or "downstaging" tumor growth; and for its selective target delivery method.

During the procedure, microscopic glass beads containing radioactive Yttrium-90 (Y-90) are delivered via a catheter into the hepatic artery, where they lodge in the tumor’s blood vessels.

This allows for localized, high-dose radiation that spares surrounding healthy liver tissue.

Market research, including a review of historical acquisition data and industry publications, confirmed that this must be a sole-source award. While BWXT Medical Ltd. manufactures the product, Boston Scientific Corporation is the sole distributor and commercial license holder of TheraSphere Y-90 Glass Microspheres in the United States, owning the exclusive global rights to market, sell, and distribute the product. They sell directly to healthcare providers without using third-party vendors. An analysis using NAICS code 325412 (Pharmaceutical Preparation Manufacturing) confirmed that no small business distributors are capable of fulfilling this requirement due to the exclusive rights held by Boston Scientific Corporation.

Delivery Period:

Base: 1 October 2026 to 30 September 2031

Delivery Location: Tripler Army Medical Center Department of Radiology: 1 Jarrett White Road Honolulu, HI 96859-5000
