About this file
This is a Notice of Intent to Sole Source a supply contract by the Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W). The Defense Health Agency intends to award a firm fixed price supply purchase order to Globus Medical North America Inc. (UEI: VTF5Y1Z1WVX9, CAGE: 7JM67) located at 2560 General Armistead Avenue, Audubon, PA 19403 for the Precice Nail System and Anthem Tibia Plate System for use in the Naval Medical Center San Diego (NMCSD) Orthopedics Department. The requirement is classified under NAICS code 339112 (Surgical and Medical Instrument Manufacturing) with a business size standard of 1,000 employees, and PSC 6515 (Medical and Surgical Instruments, Equipment and Supplies). The contract award is made under FAR 12.102(a) as a commercial product acquisition under the Revolutionary FAR Overhaul (RFO).
The delivery date is no later than August 12, 2026, with delivery to Naval Medical Center San Diego, 34800 Bob Wilson Drive, San Diego, CA 92134. The sole source justification is based on the proprietary nature of the Precice Nail System and Anthem Tibia Plate System, which allow for remote, non-invasive bone length adjustments. As of January 2025, Globus Medical North America, Inc. became the exclusive manufacturer and distributor following the transfer of all Precice distribution activities from NuVasive. The Government asserts that switching systems mid-treatment would require invasive surgery, creating unacceptable clinical risks including infection and procedural complications, and that NMCSD orthopedic surgeons are specifically trained on this system. Vendors may challenge this sole source determination by submitting capability statements (maximum 4 pages, 10-point font minimum) as Microsoft Word or PDF attachments to Cha-on Gordon (cha-on.p.gordon2.civ@health.mil) or Michelle Sanders (michelle.e.sanders6.civ@health.mil) by 1000 Pacific Daylight Time on Monday, August 3, 2026. No telephone requests or offers will be honored.

Notice of Intent to Sole Source HT941026N090
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT AND
IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W), intends to award a firm fixed price supply purchase order for the Precice Nail System and Anthem Tibia Plate System for use in the Naval Medical Center San Diego (NMCSD) Orthopedics Department in accordance with Federal Acquisition Regulation (FAR) 12.102(a) under the Revolutionary FAR Overhaul (RFO) for the acquisition of commercial products and services.

– Surgical and Medical Instrument Manufacturing; the business size standard is 1000 (in employees). The Product Service Code (PSC) is 6515 – Medical and Surgical Instruments, Equipment and Supplies.
The objective of this sole source award is to procure the Precice Nail System and Anthem Tibia Plate System from Globus Medical North America Inc. for NMCSD.
Delivery Date:
No later than August 12, 2026
Delivery Location:
Naval Medical Center San Diego 34800 Bob Wilson Drive San Diego, CA 92134
Globus Medical North America, Inc. is the sole source capable of meeting the Government’s minimum requirements to provide the critical supplies required for the proprietary Precice Nail System and Anthem Tibia Plate System at NMCSD. These medical supplies are vital to maintaining the continuity and safety of care for an NMCSD patient currently undergoing a series of complex orthopedic limb-lengthening procedures. The Precice Nail System and Anthem Tibia Plate System utilize proprietary internal nails and plates that allow for remote, non-invasive adjustments of bone length—a foundational component of this patient’s active treatment plan. As of January 2025, all distribution activities for Precice technologies were officially transferred from NuVasive to its affiliate, Globus Medical North America, Inc., establishing Globus Medical as the exclusive manufacturer and distributor of these components. Introducing an alternative system mid-treatment would require invasive surgery to remove and replace the existing implant, introducing unacceptable clinical risks such as infection, prolonged recovery times, and procedural complications. Furthermore, NMCSD’s orthopedic surgeons are highly trained and proficient in the precise operation of this specific system; introducing a different technology would require new training, present a steep learning curve, and create operational unfamiliarity that could compromise surgical precision. Because changing systems would interrupt essential care and cause undue harm to the patient, procuring these proprietary supplies directly from Globus Medical North America, Inc. is the only medically viable option to ensure patient safety and clinical success.
