About this file

This is a Notice of Intent to Award a Sole Source Supply Contract issued by the Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division–West (HCD-W). The procurement seeks to award a firm-fixed-price purchase order for seven (7) Marco SC-1600 LCD Acuity Systems manufactured by Marco Ophthalmic to support the NMRTC Camp Pendleton Optometry Department. The equipment is required to measure patients' refractive errors through standardized Snellen and specialty optotype charts, contrast sensitivity testing, and binocular balance tests. The Marco SC-1600 is specified as the sole system capable of seamless integration with the department's existing TRS-6100 Automated Refraction Systems, enabling providers to control all chart functions from the refractor's central control unit. The procurement is conducted under FAR 12.102(a) as an acquisition of commercial products and services.

Lombart Brothers, Inc. DBA Marco Lombart (UEI: E7HDM4M51NJ8; CAGE: 8CJP0), located at 5358 Robin Hood Road, Norfolk, VA 23513, is identified as the sole source capable of meeting minimum requirements. The NAICS code is 339112 (Surgical and Medical Instrument Manufacturing) with a small business size standard of 1,000 employees; the PSC is 6540 (Ophthalmic Instruments, Equipment, and Supplies). The justification for sole-source procurement cites strict compatibility requirements with proprietary hardware, the equipment serving as the interoperability standard across Navy optometry clinics since 2008, and market research indicating no reasonable expectation of receiving quotes from two or more small businesses for an equivalent integrated system. Delivery is required within 30 days ARO to NMRTC Camp Pendleton Optometry Department, Sequoia Road, Building H-135, Camp Pendleton, CA 92055. Sources wishing to challenge the sole-source basis must submit capability statements (not to exceed four pages, 10-point font minimum) by 1000 Pacific Daylight Time on Monday, August 3, 2026, to Cha-on Gordon at cha-on.p.gordon2.civ@health.mil. Capability statements must include management, technical, and cost data with convincing evidence of capability to provide the equipment and preventive maintenance.

Notice of Intent to Sole Source HT941026N0088

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT

AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W), intends to award a firm-fixed-price purchase order for seven (7) Marco SC- 1600 LCD Acuity Systems (Manufacturer: Marco Ophthalmic). This procurement supports the operational requirements of the NMRTC Camp Pendleton Optometry Department and is conducted in accordance with Federal Acquisition Regulation (FAR) 12.102(a) under the Revolutionary FAR Overhaul (RFO)for the acquisition of commercial products and services.

Lombart Brothers, Inc. DBA Marco Lombart 5358 Robin Hood Rd Norfolk, VA 23513

The North American Industry Classification System (NAICS) code for this requirement is 339112 (Surgical and Medical Instrument Manufacturing), which has an associated small business size standard of 1,000 employees. The corresponding Product Service Code (PSC) is 6540 (Ophthalmic Instruments, Equipment, and Supplies).

The objective of this procurement is to execute a sole-source contract award for seven (7) Marco SC-1600 LCD Acuity Systems, manufactured by Marco Ophthalmic, to support the NMRTC Camp Pendleton Optometry Department. This equipment is required to accurately measure patients' refractive errors by providing standardized Snellen and specialty optotype charts, contrast sensitivity testing, and binocular balance tests. Crucially, the Marco SC-1600 is the only system capable of seamless integration with the department's existing TRS-6100 Automated Refraction Systems, allowing providers to control all chart functions directly from the refractor’s central control unit. This specific manufacturer’s equipment has been the interoperability standard across Navy optometry clinics since 2008. Camp Pendleton's currently integrated equipment, procured between 2013 and 2014, has exceeded its operational life expectancy; age and wear have caused internal gears to grind and physical charts to fade, compromising patient readings. Upgrading to the SC-1600 will resolve these hardware failures, modernize the examination rooms, and align Camp Pendleton with over ten other Navy optometry clinics that have already transitioned to this generation of refractive technology. Additionally, retaining the Marco Ophthalmic standard eliminates the need to retrain clinical personnel and leverages the facility's established maintenance support infrastructure, preventing operational downtime and unacceptable delays in patient care. Because this requirement relies on strict compatibility with existing proprietary hardware, and market research indicates no reasonable expectation of receiving quotes from two or more small businesses for an equivalent integrated system, the

Government intends to execute this procurement on a sole-source basis under the authority of Other Than Full and Open Competition.

Delivery Date: 30 Days ARO Delivery Location: NMRTC Camp Pendleton Optometry Department: Sequoia Rd., Bldg. H-135, Camp Pendleton, CA 92055

Lombart Brothers, Inc. DBA Marco Lombart is the sole source capable of meeting the Government’s minimum requirements to provide the Marco SC-1600 LCD Acuity System at NMRTC Camp Pendleton Optometry Department.
