About this file

This is a Justification and Approval (J&A) document for a sole source acquisition under FAR 13.501 for radiopharmaceutical products. The Defense Health Agency (DHA) Healthcare Contracting Division – West, on behalf of Naval Medical Center San Diego (NMCSD) and Medical Treatment Facilities within the HCD-W Area of Responsibility, is requesting a firm fixed price five-year Blanket Purchase Agreement (BPA) with Novartis Pharmaceuticals Corporation (UEI: G61ZA8TADW3, CAGE: 04520) for four radiopharmaceutical injections used to treat prostate cancer: Pluvicto (NDC 69488-010-61), Lutathera (NDC 69488-003-01), Locametz (NDC 69488-017-61), and Netspot (NDC 69488-001-40). The performance period is February 2, 2026 through February 1, 2031, with Operations and Maintenance (O&M) funding.

The justification establishes that these products are exclusively distributed by Novartis, with no other radiopharmaceuticals on the market that specifically treat this type of cancer and no generic alternatives available. As of February 1, 2025, distribution rights were transferred from Advanced Accelerator Applications USA, Inc. (ADACAP) to Novartis under FSS Contract 36F79720D0180. A Notice of Intent to Sole Source (HT941026N0009) was posted on SAM.gov from November 19, 2025 to December 9, 2025 with no responses received. Market research conducted in December 2025 confirmed Novartis as the only responsible source capable of fulfilling the government's requirements. Certified cost or pricing data will not be required. The acquisition has been approved for limited basis procurement pursuant to FAR Subpart 13.5 and FAR 8.405-6(b), subject to availability of funds.

7. Actions to Increase Competition/Remove or Overcome any Barriers to Competition:

NMCSD and DHACA HCD-W will continue to survey and engage the market for any additional potential vendors.

8. Market Research: Market research was conducted by technical experts in December 2025.

The search engines utilized encompassed SAM.gov, FPDS-NG, Federal Prison Industries (FPI), AbilityOne, ECAT-DLA, GSA Advantage, and the VA, to identify potential sources capable of fulfilling the Government’s requirements.

The research indicated that the necessary radiopharmaceuticals—Pluvicto, Lutathera, Locametz, and Netspot—are commercially available and used by private, public, and government medical institutions for the treatment of prostate cancer.
