About this file
This is a Statement of Work (SOW) for Sampling, Analysis, and Monitoring (SAM) of potable water at Beale Air Force Base in California, covering the period from August 1, 2025 to July 31, 2030. The contract requires a contractor to provide comprehensive water sampling services, including collecting and analyzing water samples to comply with California State Title 22 requirements and Beale Air Force Base Drinking Water Permit. The sampling scope includes weekly, quarterly, and annual testing for various contaminants such as total coliform, fecal/E. coli, fluoride, TTHMs, HAA5, nitrates, arsenic, and other chemical and biological parameters.
The SOW details specific requirements for sample collection, container preparation, chain of custody documentation, and rapid reporting of results. The contractor must obtain base access, coordinate with base water system operators, and provide emergency sampling within 24 hours if required. Sampling will be conducted using EPA-approved methods, with frequencies ranging from weekly to every 9 years depending on the specific contaminant. The contract includes a base year and four option years, with the contractor responsible for maintaining laboratory certification, providing inspection reports, and immediately notifying base officials of any positive or elevated contaminant test results.

3.1.1. The contractor shall provide appropriate containers for samples and containers shall be labeled descriptively. The container shall be a U.S. EPA and/or CA Department of Health Services approved container for the constituent being analyzed. The contractor shall provide the containers along with the chain of custodies 30 days prior to the samples that will be taken in accordance with the sampling schedule in Tables 1-7. The contractor shall provide Chain of Custodies for each week’s samples. These items are considered consumables and will be disposed of by the contractor after they have analyzed the samples taken. Refer to the sampling schedule in Tables 1-7 for weekly, quarterly, and annual sampling schedule in accordance with the State of California’s drinking water permit(s) and California State Title 22 mandates.
3.2. Routine Sampling and Analysis
3.2.1. The contractor shall obtain and maintain base access to collect all state required samples. For raw water well sampling, the contractor shall contact the water system owner and operator, 9 CES
Water and Fuels Maintenance (9 CES/CEOIU), prior to starting sampling to give them an estimated time for completion of sampling that day. The contractor shall provide and document all Chain of Custody forms, if required. A copy of the Chain of Custody will be given to each party prior to departure. If sampling cannot be conducted due to environmental challenges like rain, the contractor and the water system owner/operator shall determine a mutually agreeable date/time for the contractor to conduct samples that week.
3.3. Follow-up/Trigger Sampling and Analysis
3.3.1. The contractor shall provide the required analyses to ensure compliance with federal regulations and/or the State of California Department of Public Health. The contractor shall analyze samples within 24 hours of being in contractor’s possession. Lab will notify 9 OMRS/SGXB, Bioenvironmental Engineering (BE), of the repeat sampling results through phone call and email immediately after results are determined
3.3.2. Positive Total Coliform, Fecal/E. Coli sampling: Emergent sampling of a well or distribution point is to be conducted promptly after a positive result (an MCL exceedance) occurs. Contractor shall notify BE within 24 hours by telephone at either the primary office number or the BE on-call phone along with an email to the BE and Civil Engineering (CE) points of contacts that will be given to the lab quarterly. The contractor in conjunction with BE shall follow protocol in accordance with the California State Health Department and determine whether follow-up samples are required. Upon notification, the contractor will either re-sample at the distribution point or re-sample at the well in coordination with 9 CES and shall determine a mutually agreeable date/time for the contractor to pick up the sample within 24 hours.
3.3.2.1. Trigger Sampling: In the instance trigger sampling is required at the wells, the contractor shall notify BE and CE of results, and sampling shall be conducted monthly as stated in Table 1-7.
At a minimum, three months of monthly sampling will be required for any positive samples. Once there are at least three consecutive months of non-positive results, the contractor will request from the state to reduce sampling back to quarterly. Upon approval from the State, the contractor will notify the government of quarterly sampling.
3.4. Emergency Sampling and Analysis
3.4.1. In emergency situations such as in the event of a water main break within the distribution system, the contractor shall travel to Beale AFB within 24 hours of notification by 9 CES to collect and analyze samples. Under these circumstances, either CE or BE shall notify the contractor that they are to collect all required samples within 24 hours at a mutually agreed upon time to include weekends and federal holidays. The sample shall be analyzed by the contractor within 24 hours.
The contractor shall notify BE of the results upon completion of analysis to include any analysis completed on weekends. The contractor shall contact BE during normal duty hours (0700-1600) at
. The contractor shall call the BE’s on-call cellular telephone at , or the Beale AFB Command Post at for all analyses completed after normal duty hours. If the Command Post is contacted, the contractor shall inform the Command Post that the results are for emergency water testing, the Command Post is to immediately contact BE and provide contact information.
