About this file

This Limited Sources Justification (LSJ) document details the Defense Health Agency's procurement of 17 Philips Avalon FM50 Fetal Monitors for the U.S. Naval Hospital Okinawa, Japan. The total estimated value is $378,426.15, funded through O&M appropriations, with a required delivery date of 30 September 2025. The procurement will be executed via a firm fixed price task order under the NASA SEWP contract, with the procurement set aside for a Service-Disabled Veteran Owned Small Business.

The justification emphasizes the unique capabilities of the Philips Avalon FM50 Fetal Monitor, including its ability to simultaneously monitor up to three fetuses, provide comprehensive maternal and fetal parameters, and integrate with Philips IntelliSpace Perinatal system. Market research conducted from February through July 2025 confirmed that these monitors are not available through other OCONUS contracts, making the NASA SEWP contract the primary acquisition vehicle. The procurement aims to replace nonfunctional older fetal monitors at the hospital, addressing potential patient safety risks and ensuring compatibility with existing Philips medical equipment infrastructure.

The Philips Avalon FM50 Fetal Monitor provides essential fetal heart and maternal physiological monitoring requirements throughout pregnancy across the prenatal, intrapartum, and postpartum periods.

The high quality signal processing combined with the Philips Avalon CL Transducer System minimize interruptions in fetal monitoring while simultaneously providing family-centered care solutions. Some of the features include:

Fetal Movement Profile (FMP) automatically detects fetal body movements for antepartum applications using an ultrasound transducer;

Smart Pulse integrated into the Toco MP transducer detects the maternal pulse rate without the need for an additional sensor (SpO2 or MECG), confirming correct fetal heart rate monitoring;

Cross-Channel Verification (CCV) detects the coincidence between all fetal and maternal heart and pulse rates; and

The Philips Avalon CL Transducer System allowing expectant mothers to be continuously monitored without wires, whether in the bath or shower, in the bed, or while ambulating.

NOTE: The equipment being requested for procurement includes the main components (Philips Avalon FM50 Fetal Monitor), components required to operate (base station, cables, accessory connectors), and accessories for patient monitoring (blood pressure cuffs, transducers, SPO2, remote even marker).

4. Authority Cited: FAR 8.405-6(b), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

5. Rationale Justifying Use of Authority Cited: The use of the specific authority cited for a brand name acquisition of the Philips Avalon FM50 Fetal Monitor model is that it is the only fetal monitor that offers automated coincidence detection using Smart Pulse technology. This feature allows for the separate measurement of fetal and maternal heart rates, enhancing diagnostic confidence and reducing the risk of misinterpretation. Other manufacturer’s fetal monitor system, while advanced, relies on a wireless patch that might not be as seamless in differentiating heart rates. The Philips Avalon FM50 Fetal Monitor can monitor up to three (3) fetuses simultaneously on a single monitor using the same ultrasound frequency.

This capability is unique to Philips and is crucial for high-risk pregnancies involving fetuses. Other monitors do not offer the same level of integrated multiple fetal monitoring.

Philips Avalon FM50 Fetal Monitors are currently in use at Naval Hospital Okinawa as well as other Military Treatment Facilities across Japan and Guam. These new Philips Avalon FM50 Fetal Monitors are requested to replace the older fetal monitors that are nonfunctional causing patient safety risks/issues.

To eliminate compatibility and integration risks, Philips equipment and accessories are specifically designed to integrate with other Philips components, ensuring seamless communication and data transfer.

This reduces the risk of interoperability issues that can arise when mixing brands and technologies. Using monitors from the same manufacturer ensures that all components work harmoniously, reducing the likelihood of system errors and malfunctions

Additionally, the Philips Avalon FM50 Fetal Monitor provides extensive fetal and maternal parameters, including ultrasound, fetal movement, direct fetal heart rate, Toco, intrauterine pressure, maternal blood pressure, pulse rate, ECG, and SpO2. This comprehensive monitoring is essential for providing high-quality care in complex cases. Other brands focus more on individual monitoring solutions and, while comprehensive, does not cover as many parameters in a single device. The Philips Avalon FM50 Fetal Monitor integrates with Philips lntelliSpace Perinatal, an obstetrical surveillance and information management system. This connectivity supports continuous care from the first antepartum visit to postpartum follow-up, ensuring seamless data flow and improved patient outcomes. The Smart Pulse technology and comprehensive monitoring parameters provide clinicians with accurate and reliable data, which is critical for making informed decisions during labor and delivery. The ability to monitor multiple fetuses and integration with lntelliSpace Perinatal ensure that both maternal and fetal health care are continuously monitored and managed, leading to better patient care and outcomes. The Philips Avalon FM50 Fetal Monitor user-friendly interface and connectivity features streamline workflow and reduce the time required for data entry and monitoring, allowing healthcare providers to focus more on patient care.

Philips Avalon FM50 Fetal Monitors are available on GSA provided by GLOWMAX, INC. and Philips;

however, neither GLOWMAX INC.’s or Philips’ contracts include OCONUS (only CONUS, AK, HA, and PR). The Philips Avalon FM50 Fetal Monitors are available on NASA SEWP; however, the Philips Avalon FM50 Fetal Monitors are only available on NASA SEWP which includes OCOUNS distribution/shipping.

6. Market Research: Market Research was conducted by technical experts in February through July 2025. Research consisted of reviews of similar previous procurements, using search engines in an effort to find open market contractors, and reviewing mandatory sources. Search engines utilized include SAM.gov, FPDS-NG, Federal Prison Industries (FPI), AbilityOne, ECAT-DLA, GSA Advantage, NASA

SEWP, and the VA. For more complex cases, the Avalon FM50 Fetal Monitor offers external and internal fetal parameters. These include ultrasound, fetal movement, direct fetal heart rate, Toco and intrauterine pressure, as well as maternal blood pressure, pulse rate, ECG, and Sp02. This supports the continuum of care from the first antepartum visit to delivery, postpartum, newborn nursery, discharge, and postpartum follow-up visits. Only the Avalon FM series can monitor triplets on a single monitor using the same ultrasound frequency. This allows one monitor to be used for a wide range of clinical needs. The Philips Avalon FM50 Fetal Monitors were found on GSA; however, both vendors’ contracts do not include OCONUS, only CONUS, AK, PR, and HI. The Philips Avalon FM50 Fetal Monitors were found to be available IAW FAR 8.002(a)(1)(v) via NASA SEWP. Market researched has determined the government will solicit a Brand Name: Philips Avalon FM50 Fetal Monitors as a Service-Disabled Veteran Owned Small Business set-a-side on NASA SEWP.
