About this file
This document is a Justification and Approval (J&A) for a Sole Source Acquisition of Commercial Items for Stago Analyzer Maintenance. The Defense Health Agency Contracting Activity (DHACA) is seeking a fixed-price Purchase Order service contract with Diagnostica Stago Inc for maintenance of a Stago STA Compact Max3 Coagulation Analyzer at the 673rd Medical Group, Joint Base Elmendorf-Richardson, Alaska. The contract has a base year from 1 August 2025 to 31 July 2026, with four additional one-year option periods through 31 July 2030, and an estimated total value of $52,572.50.
Market research conducted in May 2025 determined Diagnostica Stago Inc is the only vendor capable of providing the specialized maintenance due to system compatibility and continuity requirements. A Notice of Intent to Sole Source was posted on SAM.gov on 25 June 2025, with no responses received. The procurement will utilize simplified acquisition procedures, and the contracting officer has determined the anticipated cost to be fair and reasonable based on historical pricing information. The 673rd Medical Group will continue to survey the market for potential alternative vendors for future competitive opportunities.
