About this file
This document is an amendment to a solicitation (HT941024Q2078) for a cost-per-reportable-results (CPRR) contract for reagents, controls, and consumables to support coagulation testing at the Naval Medical Center San Diego (NMCSD).
The amendment provides responses to several questions submitted by potential offerors. Key details include: 1) open market, non-FSS or GSA responses will be considered; 2) the CPRR contract must include at minimum PT, PTT, FIB, and D-Dimer tests, while Factor VIII may be priced separately; 3) offerors must provide a separate CPRR pricing list for individual reportable tests; 4) the government is agreeable to CPRR adjustments if test volumes fluctuate more than 10% after the first year; 5) the title of any leased equipment will remain with the contractor; and 6) freight costs should be included in the quoted supply costs. The solicitation response due date may be extended if the government's RFI responses are delayed.

AMENDMENT 0002
DATE: 27 Aug 2024
SUBJ: SOLICITATION HT941024Q2078, COST-PER-REPORTABLE-RESULTS
REAGENTS, CONTROLS AND CONSUMABLES FOR COAGULATION TESTING AT
NAVAL MEDICAL CENTER SAN DIEGO
1. The purpose of this amendment is to answer questions or request for information (RFI) for subject solicitation:
RFI # 1. Will Open Market, non-FSS or GSA based responses be considered?
GOV’T RESPONSE #1: Yes
RFI # 2. The Notice to Contractor states “The requirement is for a supply purchase order contract of the cost-per-reportable results (CPPR) reagents, controls, and consumables to provide coagulation testing at Naval Medical Center San Diego (NMCSD).” Appendix 1 of the Statement of Work (SOW) includes estimated test volumes for the different mandatory tests. My questions are:
a. Do all mandatory tests listed on Appendix 1 require a CPRR or are there tests that are to be excluded from the CPRR and consumables only to be purchased as needed?
b. Does the government request a separate CPRR rate for each mandatory test?
c. Does the government request a single blended CPRR rate for all mandatory tests combined?
GOV’T RESPONSE #2:
a. Must be inclusive of PT, PTT, FIB and D-Dimer at a minimum. Factor VIII reagent consumable may be priced separately for purchase as needed.
b. Yes, see above.
c. No
RFI # 3. Addendum to FAR 52.212-1, Instructions to Offerors as it pertains to FACTOR 3 Price states “The Quoter shall use Attachment 2 (Quote Sheet) to submit a firm-fixed-price for all contract line-item numbers (CLINs) identified. The Quoter shall submit a separate pricing list of the CPPR reagents, controls and consumables for the coagulation testing.” My questions concerning Attachment 2 Quote Sheet are:
a. Because a Quantity of only “1” is reflective for “Quantity” in column H, are “Unit Price” and “Total Price” in columns J-L to reflect total estimated annual combined cost or a specific CPRR cost of a specific test?
b. What specific information is to be included on the requested “separate pricing list” and in what format is preferred?
c. Is it acceptable to provide a CPRR rate for PT and PTT tests only and a list of consumables for purchase separately for lower frequency Fibrinogen, D-Dimer, and Factor VIII tests?
GOV’T RESPONSE #3:
a. To reflect total estimated annual combined cost
b. Separate CPRR pricing list for individual reportable tests
c. No (see above 2a)
RFI # 4. If test volumes from Appendix 1 fluctuate more than +/-10% after the first year, is it acceptable for vendor and government to apply agreed upon recalculated CPRR adjustments through modification to more accurately reflect test counts going forward that could offer a discount to the government in option years?
GOV’T RESPONSE #4: Agreeable to that which benefits the government.
RFI # 5. 52.212-4 in incorporated by reference on page 2 of 24 in Notice to Contractor document. Section (n) Title of this FAR clause asks that if title of equipment is to remain with contractor, it must be specified in the contract. Because leased equipment is to only be utilized by the government to obtain reportable results and returned at the end of the contract, can you confirm the title of equipment will remain with the contractor?
GOV’T RESPONSE #5: As stated in the SOW, the analyzers or equipment are leased.
Therefore, the title of equipment will remain with the contractor and the equipment will be returned after the term of the contract.
RFI # 6. Are freight costs from scheduled delivery orders to be included in vendor quotes?
GOV’T RESPONSE #6: The contractor’s quoted supply cost should be inclusive, which includes the freight costs and other related services.
RFI # 7. If a delayed response to questions, would a one-week extension to solicitation response due date be considered?
GOV’T RESPONSE #7: The Government will allow quotation due date to be extended if RFI response is delayed. However, the number of days that the quotation due date will be extended will depend on how late the RFI response was posted. For example, if the RFI response was posted one day late, then the quotation due date will only be extended for one day and not one week.
2. All other terms and conditions remain unchanged.
NOTE: QUOTES SUBMITTAL SHALL INCLUDE QUOTER ACKNOWLEDGMENT
OF ALL AMENDMENTS TO THIS SOLICITATION.
