About this file
This document is a Justification for Non-Competitive Procurement (JNCP) for the acquisition of hemodialysis machines and accessories for the Intensive Care Unit (ICU) at the U.S. Naval Medical Readiness and Training Command (NMRTC) in Guam. The requirement is for two each of the following items: PrisMax V3 US hemodialysis machines, TherMax Blood Warmers, PrisMax Warmer Arm Kits, TherMax Blood Warmer Pouch Accessories, Prismaflow IIS Blood Warmers, Prismaflow IIS High Flow Heating Sleeve Replacements, and Prismaflow IIS Low Flow Heating Sleeve Replacements. The total estimated cost is not provided. The justification cites the need to replace outdated equipment to enable the ICU staff to provide enhanced healthcare to critically ill patients. Market research found the equipment is not available on the Defense Logistics Agency Electronic Catalog (ECAT), but the Original Equipment Manufacturer, Baxter Healthcare Corporation, is the only authorized provider of the required products, service, and software. The government intends to award a sole source contract to Baxter Healthcare Corporation in accordance with FAR 13.106-1(b)(1)(i).

Hemodialysis machine is for critically ill patients whose hemodynamic status does not tolerate rapid fluid and electrolyte shifts associated with intermittent hemodialysis and for volume regulation and acid-base control. The Intensive Care Unit (ICU) currently has four hemodialysis machines, two of which are past their equipment life expectancy, requiring constant replacement parts. Replacing outdated machines will enable ICU staff to provide enhanced quality healthcare to our patients.

Exclusive Licensing Agreements Logical Follow-on to previously competed work The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed (identify systems and why other products are not compatible) Patent, copyright, or proprietary data limits competition (identify specifics and corresponding level of Government rights – if any) Direct replacement parts/components for existing equipment and similar parts/components will not meet Government requirements End to End Engineering (For example, Command X supports engineering and/or development efforts for Program of Records and supplies are required from OEM.)
Testing (For example, Command X supports laboratory testing that must replicate shipboard/command environment without deviation.)
Software (Either license and maintenance renewals with compatibility and proprietary coding and data warranty requirements.)
5) Provide rationale and justification regarding the above selection.
The equipment required under this action is needed to increase readiness for the intensive care unit (ICU) team with increased capabilities for critically ill patients. This request allows the capability of hemodialysis units for critically ill patients.
6) Describe the Market Research conducted.
The equipment is not available on the Defense Logistics Agency Electronic Catalog (ECAT). Additional, searched the equipment on google and found Bimedis store but the equipment is not available in stock.
7) Any other information of facts supporting the justification to limit competition not described elsewhere on this form (i.e. international agreement).
N/A
8) Provide a statement of actions that will be taken to remove or overcome any barriers to competition prior to any future procurements for this Supply or Service.
The availability of the equipment in ECAT will remove and overcome the barrier in the future.
