Pharmacy Video Surveillance Camera Upgrade- US Naval Hospital Bremerton

RE: HT941023RFI0008

The purpose of this sources sought notice is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set- Aside. The proposed North American Industry Classification System (NAICS) Code is 561621- Security Systems Services with a size standard number of $25M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small business to include, but not limited to, 8(a), Service-Disabled Veteran-Owned, HubZone, and Woman- Owned Small Business concerns.

The DHA Contracting activity, Western Market Contracting Division has a requirement for procurement of a Video Surveillance Camera Upgrade system for US Naval Hospital Bremerton. (See Statement of Requirements included below)

THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals. Contractors responding to this sources sought notice are advised their responses does not ensure participation in future solicitations or contract awards. The Government will not reimburse any company or individual for any expense associated with preparation or participation in this market research. Interested parties should send an e-mail to Steffany Becker, Contract Specialist at Steffany.a.becker.civ@health.mil by the date identified below.

Contractor responses shall include:

1. The size of your business with regard to the North American Industry Classification System (NAICS) Code 561621 per the standard described in Federal Acquisition Regulation (FAR) Part

19.102 (FAR available at https://www.acquisition.gov/far).

2. If you believe this service should be performed under a different NAICS code, please recommend an alternate NAICS code and the rationale for the alternative code.

3. Recommended Bid schedule (Contract Line Item) and invoicing recommendations.

4. Company name, SAM UEID, Cage Code, Contact information.

5. Capability narrative to meet the requirements including tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational capability and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. [Note: In accordance with FAR 10.001(b), agencies should not request sources to submit more than the minimum information necessary.]

6. Limit narrative to 1 page (two-sided, 8.5” x 11” paper).

7. Submit no later than 14 August 2023 at 08:00am PST.

Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small business concerns or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

PART 1

1.0 GENERAL INFORMATION

1.1 This is a non-personal services contract to provide PHARMACY SURVEILANCE CAMERA

UPGRADE

1.2 Description of services/introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the pharmacy surveillance camera upgrade as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this PWS.

1.3 Background: Pharmacy cameras are a requirement to have in all military treatment facilities. The pharmacy does not have a server that has recording capabilities or licensing at this time. The cameras and the caballing are completely capable of being fully functional however, require and upgraded server.

1.4 Objectives: Provide a stand-alone video surveillance system for the Pharmacy area. Reuse existing cameras, cabling, switch(es) and workstation.

1.5 Scope: Provide, install and program video surveillance equipment as outlined in the proposal.

Proposal includes NVR and licenses, installation, programming, demonstration with the owner and (4) hours of training.

• Provide and install new NVR

• Reuse existing cameras and cable

• Reuse existing network switch(es)

• Price includes providing the listed equipment only. Any additional equipment is to be on a time and material basis.

• Price includes the termination and programming of the control panel(s). Prior to termination of the control panel(s) all wire must be labeled per the Absco Solutions design drawings. All circuits must be complete and free of grounds, shorts, and metered for end of line resistor (if applicable). To complete circuit, all circuit splices must be made within NEC standards (minimum six inches of cable length).

• Basic camera function and connectivity testing to be performed at time of installation. Absco will adjust the camera field of view once at the time of installation. If additional time or trips are required to perform additional FOV adjustment or changes in configuration, this will be performed on a time and material basis.

• Price includes start up and test of the listed devices provided by Absco Solutions in this proposal to ensure functionality of the system as proposed.

• Any applicable state use tax or fee is included in the quoted price

• This contract is subject to Executive Order 13706 (and is included by reference) the regulations issued by the Secretary of Labor in 29 CFR part 13 pursuant to the Executive Order, and the provisions therein.

• Price includes 4 hours of training of the end user on site. Additional training is to be on time and material basis. Exclusions

• Price is based on all required network switches including any required Power Over Ethernet (POE) switches to be existing or provided by others. All network switch locations are to be existing.

• Price does not include the provision or installation of raceway, conduit, boxes, or wire of any kind. Wiring by others must be installed to the final device location. Any cabling splices required to bring the circuit to the device location must be completed by others prior to device termination.

• 120 VAC for power to be existing or provided by others. 120 VAC connection to be terminated and permitted by others as required.

• LAN connections to be existing or provided by others. LAN connection to be located at each camera and the head-end location(s). Connections will be labeled, connectors in place, and tested prior to Absco Solutions installation.

• Patching and painting are to be performed by others and are not part of this scope.

• The price does not include mounting any back boxes, back plates or welding any foundations.

Proposal price is based on reusing existing microwave pole mount. Microwave unit and power supply to be removed for installation of cameras.

• Customer to provide computers designated for client stations. Client stations will be in working condition, joined to the same domain as the server, include an appropriate and compatible monitor(s), and meet minimum performance criteria as listed by the manufacturer.

• Absco Solutions does not warrant any customer-provided equipment or cabling. Additional labor required to troubleshoot, repair or correct faulty equipment or wiring will be billed as a separate invoice.

• Sales Tax excluded - Any applicable state sales tax is not included in the quoted price Limitation

• Basic system function and connectivity testing to be performed at time of installation. Additional time or trips required to perform this testing will be performed on a time and material basis.

• Any additional insurance cost will be billed at cost plus 10%. This includes, but is not limited to, Waivers of Subrogation, Waiver for Transfer of Right of Recovery, Specific Additional Insured, etc.

Failure to disclose any additional insurance requirements will be deemed acceptance of any future change orders for insurance charges.

• All work to be performed during Absco Solutions normal working hours of 7:00 AM - 5:00 PM, Monday through Friday (excluding holidays). Any labor required outside of these hours will be billed as a separate change order.

• Surge and lightning protection to be provided by others.

• Proposal price does not include a Project Bond. Bonding is available at an additional cost.

Bonding price varies depending on contract amount and scope. Failure to disclose any Bonding requirements will be deemed acceptance of any future change orders for bonding.

• Proposal price is based on utilizing one or more existing video camera in their current configuration. Any camera and power supply not meeting Absco Solutions' minimum engineering standards may require a quote for time and material to resolve any issue.

1.5.2 Head-to-head end Equipment:

Provide and configure Avigilon NVR4 12TB and vertical wall mounted enclosure. Re-use existing network switch(es). System as proposed assumes (36) ONVIF compatible, third-party 2.0 MP cameras, at 15 FPS, 3.8 Mbps per camera. Approximate retention time is 62 days at these settings.

1.9 Emergency Services: On occasion, services may be required to support an activation or exercise of contingency plans outside the normal duty hours.

1.10. Quality assurance (QA): The government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan provides a systematic method for the Government to evaluate performance and to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.11. Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use if working in a. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.12 In the event keys, other than master keys, are lost or duplicated, the contractor shall, upon direction of the CO, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the contractor.

1.13 The contractor shall prohibit the use of Government issued keys/key cards by any persons other than the contractor’s employees. The contractor shall prohibit the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the CO.
