Questions and Answers
Q.1 How would you like the proposal submitted for the clinical laundry services solicitation?
A.1 As stated on the solicitation:
RFQ Due Date and Submission Requirements: This RFQ closes on 9 MAY 2023 at 2:00 PM, Pacific Time. Quotes must be submitted by email to merlinda.m.labaco.civ@health.mil and include RFQ# HT941023Q0005 on the Subject line.
Q.2 These will not be supplied the DHA, correct?
A.2 The requirement is to provide clinical laundry services for Vandenberg Airforce Base.
In the solicitation, please refer to the attached combined synopsis/solicitation and statement of work for the full details of the description of requirements.
Q.3 Is 52.219-14 Limitation on Subcontracting clauses applicable?
A.3 No, it is not applicable as the requirement is expected to not exceed the simplified acquisition threshold.
Q.4 Can you provide me with the award ID number from the previous year?
A.4 Previous contract award number FA461018P0031.
Q.5 Can you provide a description of the thermal wraps mentioned in the PWS? Are these the same as surgical wraps?
A.5 The thermal wraps are utilized in Physical Therapy as a protective barrier during patient care heat treatment. Upon further review, the thermal wraps have not been sent out for laundering in the last three and a half years. It is highly unlikely we will need to send any thermal wraps for laundering.
Q.6 How often do you anticipate a delivery per week (i.e. once vs twice a week)?
A.6 Once per week each Tuesday.
Q.7 Is the government providing its own laundry carts and bags?
A.7 30 MDG provides its own laundry carts for in-house use. The contractor will be required to supply its own carts for deliveries and pick-ups.
Q.8 Will the government need additional laundry carts to be provided by the contractor?
A.8 No.
Q.9 We normally provide biohazard bags to the facility for all soil items to be placed when we pick up in order to ensure HLAC compliance.
A.9 30 MDG has biohazard bags on hand.
Q.10 Is there an existing incumbent or is this a new requirement? If existing, can you provide the incumbent information?
A.10 This is a new requirement. Previous contract number was FA461018P0031.
Q.11 For the par levels, is this the same as the inventory you require on hand at all times on a weekly basis?
A.11 The par level is the required amount that must be on hand on a weekly basis. For example, if the par level for flat sheets is 150, and 50 remain from the previous week, the contractor is expected to provide 100 flat sheets to bring us to the par level.
Q.12 Can you provide the historical usage/counts from the last 6 months or last year (2022)?

Q.13 What type of documentation would be considered proof of being an authorized source as indicated in the technical section of the solicitation?
A.13 The offeror is required to submit documentation identifying its supply chain for the product(s). Such documentation can be sent as a separate attachment with the quote.
Q.14 Is a seller's permit adequate to submit for as proof of "Authorized Source Confirmation"?
A.14 An authorized source is the original manufacturer, a source with the express written authority of the original manufacturer or current design activity, or an authorized aftermarket manufacturer.
Q.15 Can you please clarify the definition of an "Extended Price"?
A.15 An Extended Price is the result when the quantity is multiplied by the price per unit.
Q.16 Regarding "Re-cleaned/Unserviceable Linen", does this pertain to only linen re-cleaned as a result of customer complaints or to unsalvageable linen caused by customer actions?
A.16 If a linen remains visibly soiled after being laundered it is to be re-cleaned. Once the item is re-cleaned if the linen is still soiled, it is deemed “re-cleaned/unserviceable linen” and should be bagged and marked as outlined in the SOW section 1.5.
